    NATURE OF WORK

    This is generalized law enforcement and public safety work in the prevention of crime, protection of life and property, and apprehension of criminal offenders.

    An employee in this class of work is responsible for performing tasks of more than average difficulty involving the protection of life and property. After completion of an initial training period, the employee is responsible for enforcing federal, state and local laws, and performing related police activities. Incumbents are involved in either patrolling an assigned area in a radio-equipped vehicle, or performing administrative, communications, public information and/or complaint duties. Under general supervision of a sergeant or other police supervision, the employee is required to exercise initiative and independent judgment as well as tact, courtesy and self-control in performance of duties. The employee is also expected to make decisions calmly and quickly in emergency or hazardous situations. Some positions in this class may include receiving in-service training in preparation for promotion or special assignment. Most positions require the employee to work on rotating shifts including nights, weekends, and holidays. Work is reviewed through reports submitted, observation and results obtained.

    NON-CERTIFIED POLICE OFFICER SALARY:

    • $32.42 hr. /$67, While attending City-sponsored Police Academy, Recruits are paid two steps below the starting salary of a Police Officer)
    • $34.13 hr./ $70, Upon completion of the Police Academy)

    Examples of Duties

    ESSENTIAL JOB FUNCTIONSS

    • When assigned to uniform zones: initiates preliminary investigation of incidents requiring police action; preserves the crime scene; renders first aid; interviews subjects and witnesses; searches for and arrests offenders; records all relevant facts; appears in court; patrols every area of assigned zone as often as possible, giving particular attention to crime hazard areas; applies knowledge of state statutes, departmental policies, rules and regulations and standard operating procedures to situations which occur; promptly takes appropriate action against all persons who are seen violating the law; assists persons who are lost, senile or mentally deficient and makes proper dispositions; takes lost, stolen or abandoned property into custody and makes disposition of same; enforces traffic laws and conducts accident investigations; patrols assigned area to eliminate the opportunity for crime to occur; responds to and attempts to settle domestic disturbances or refers individuals involved to appropriate social agency; advises citizens on protection of self and property; maintains an awareness of active felons in assigned area, their whereabouts and methods of operation.
    • When assigned as School Resource Officer in the schools: investigates criminal complaints reported/occurring in assigned schools; conducts accident and criminal investigation on the scene; inspects establishments suspected of contributing to school crime for the purpose of detecting conditions of prostitution, vice or gambling; interviews necessary persons to elicit information regarding crimes involving students; prepares court cases and appears in court as a prosecution witness; develops a friendly relationship with students and parents; counsels students and parents on school related and personal problems; refers students and parents to an appropriate social agency for help if necessary; assists in locating missing or wanted students; assists in the recovery of stolen school property; performs routine patrol or other duties when necessary; maintains necessary records; prepares reports; make crime prevention presentations.
    • When assigned to the selective enforcement unit; participates in crowd and traffic control of major events; assists vice control section in investigation and enforcement; assists Vice Control in investigation and enforcement activities; utilizes informants in latent investigations; participates in stakeouts and surveillance of burglary and robbery targets in high crime areas; works in conjunction with federal, state, and other local agencies to coordinate joint police activities; protects political candidates and other dignitaries.
    • The Police Officer also performs various clerical and administrative tasks and provides numerous human services, general information, and assistance to the public. Performs related work as required.

    Requirements

    EDUCATION

    • Graduation from an accredited high school or possession of a GED. equivalency diploma.
    • Proof of highest level of completed education must be submitted with application

    EXPERIENCE

    • Ability to meet all requirements of the Criminal Justice Standards and Training Commission
    • Must have passed C.J.B.A.T. (Test results valid within four (4) years of application submittal)
    • In accordance with HB 3, Effective July 1, 2022 Veterans and applicants with an associate degree or higher are exempted from taking the basic skills test (CJBAT) as a prerequisite to entering a law enforcement officer basic recruit training program.
    • Must pass swimming and physical agility exam (Must be taken at Broward College Institute of Public Safety. Physical Agility test results are valid for six (6) months). Swim test results are valid for life
    • Must possess a valid driver's license with an acceptable driving record.
    • Must obtain a valid Florida driver's license prior to hire.
    • The following required documents MUST be submitted with your application: Your application will not be considered if ANY of these items are not submitted.

    PHYSICAL REQUIREMENTS

    Work Environment

    • Duties are performed in multiple locations including police precincts, City offices and outdoors - may be required to conduct patrol duties by foot, bicycle or patrol car. Work shifts hours vary and may include evenings, nights, weekends and holidays. High degree of exposure to potentially hazardous conditions including inclement weather and severe temperatures. Officers may be subject to dangerous and stressful situations on a daily basis.

    Physical

    • Ability to sit in a patrol car for prolonged periods of time.
    • Ability to physically manipulate cadavers as required to process evidence.
    • Occasional lifting of over 70 lbs. may be required.
    • Prolonged carrying of articles weighing between 10 to 25 lbs.
    • Sitting, standing, or walking for long periods of time.
    • Occasional squatting, climbing, kneeling, and running.
    • Ability to operate city issued vehicles.

    Physical Fitness Testing

    • Applicants must pass a physical agility test that may include extensive exercise and progressive resistance training, flexibility exercises, muscular strength, endurance and a cardiovascular program.
    • Applicants must be able to swim and demonstrate proficiency in a swim test.

    Sensory

    • Corrected visual acuity of 20/30 in both eyes; no marked red-green deficiency of color vision and no dimming of red objects; normal depth perception; no significant interference with night vision; no significant loss of peripheral vision; strabismus which is accompanied by double vision and not correctable. This will also include no hearing loss of greater than 46 decibels in the 3,000 cps range.
    • The ability to perceive and differentiate visual cues or signals. Tasks require the ability to communicate orally and in writing. Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through personal contact, the use of the telephone and/or other City-issued technology devices.

    City-Paid Medical Benefits:

    • Group Health Insurance: The City pays for 100% of the cost for single coverage for

    full-time employees and 66.66% of cost for Dependent/Family Coverage. Upon retirement and separation from City employment, employees hired on or after 9/30/15 receive a monthly stipend of $500 per month until age sixty-five (65), and $350 per month thereafter; applicable toward retiree health coverage.

    • Life Insurance: $25,000
    • Accidental Death & Dismemberment (AD&D): $25,000
    • Employee Assistance Program (EAP) through Cigna Behavioral

    Retirement

    • Employee Contribution = 8%
    • Vesting = 10 Years
    • Average Final Compensation (AFC) = highest five (5) consecutive years of the last ten

    (10) years of creditable service.

    • Maximum Benefit = 70% of AFC.
    • Normal Retirement = Age 55 and ten (10) years of creditable service, or Age 52 and

    twenty-five years of creditable service.

    • Early Retirement = Age 50 and ten (10) years of creditable service, 3%

    annual reduction for each year prior to normal retirement age.

    • 13th check based on monthly retirement, payable if the pension plan funding status is

    equal to or greater than 100%. Paid in December each year following retirement.

    • Deferred Retirement Option Plan (DROP) = 4 years/48 months maximum.
    • DROP Interest Rate = Based on Actual Plan Return up to 4% max if plan is fully

    funded.

    Longevity

    Based on successful completion of full-time, continuous service with the City, employee shall

    receive the following

    Years of Creditable Service Longevity Benefit*

    10 Years 5.0%

    15 Years 2.5%

    20 Years 2.5%

    • Longevity Benefit calculated on employee's base rate of pay

    Holidays

    In lieu of paid day off, employees receive payout of up to 6 non-designated Holiday Days/48 hours

    twice per year (12 Days/96 hours annually). Employees may bank all or portion of hours to Annual Leave Accrual Bank.

    Annual Leave

    Annual leave may be taken as earned. Maximum accumulation each fiscal year is 290 hours. At time of resignation or retirement, employee is paid for all annual leave accrued at their current rate of pay. Annual leave is accrued based on continuous, full-time service with the City, as follows:

    Up to and including first 60 months 96 hours

    Greater than 60 months through 120 months 136 hours

    Greater than 120 months through 180 months 176 hours

    Greater than 180 months 216 hours

    Annual Leave Cash Out

    Employee can opt to receive a one-time per year cash payment for up to forty (40) hours of annual leave, provided accrued annual leave bank does not fall below eighty (80) hours.

    Floating Holidays

    Upon completion of (26) weeks of full-time employment with the City, employee shall be entitled to utilize one (1) floating holiday per fiscal year. Floating holiday shall not carry over to the next fiscal year.

    Sick Leave

    Each employee earns (96) hours (12 days) of sick leave annually with no waiting period for use and unlimited accrual. Upon separation of City employment due to resignation, employee shall receive payment of all accrued sick leave at a rate of twenty-five percent (25%) of the employee's current rate of pay at time of resignation. Upon separation of employment due to retirement, employee shall receive payment of all accrued sick leave at a rate of fifty percent (50%) of the employee's current rate of pay at the time of retirement.

    Sick Day Bonus Plan (Perfect Attendance):

    For every three (3) month period (October 1 - December 31; January 1 - March 31; April 1 - June 30; or July 1 - September 30) in which, no sick is utilized, an employee shall receive ten (10) hours of annual leave credited for each three (3) month period (Up to 40 hours annually.)

    Bereavement

    Qualifying City-paid Bereavement Leave as follows:

    • In State = Up to 3 Days
    • Out of State = Up to 4 Days - Employees on an eight (8) hour schedule may use up to

    five (5) consecutive work days.

    Take Home Vehicle

    • Assigned City-issued take home vehicle; no personal use

    Tuition Reimbursement

    After one (1) year of full-time employment

    • 100% reimbursement for a grade of A or B
    • 50% reimbursement for a grade of C
    • Reimbursement covers tuition, books and laboratory fees
