    JOB SUMMARY

    Perform highly complex criminal intelligence research and analysis work. Maintain continual situational awareness, paying particular attention to issues that affect the Brownsville Police Department and the surrounding community. Work involves conducting, coordinating, and/or overseeing complex data analysis, report writing, and identification of patterns of criminal activity. May plan, assign, and/or supervise the work of others. Work under limited supervision, with considerable latitude for the use of initiative and independent judgement. May include shift work for operational support, weekends and holidays

  • KEY FUNCTIONS/KNOWLEDGE/SKILLS:

  • Conduct/Coordinate and/or oversee complex research and strategic crime analysis used to identify, evaluate patterns, trends, using probability studies and complex statistical analyses, develops and tests hypotheses, develops victim and suspect profiles, and forecasts criminal activity; analytical support to major case investigations to ensure accountability, quality control, and timely completion of projects and cases.
  • Evaluate and analyze intel reports covering a broad range of issues, focusing on insurgent capabilities and actions, political and cultural climates, and social network. Process intel formation using a variety of analytical tools; integrate data to produce intel studies, special reports, correspondence, briefings, informational papers, threat assessments, threat warnings, link analyses and forecasts.
  • Research, analyze, evaluate and correlate criminal intel information to determine source reliability, accuracy, and integrity; to develop investigative leads and links; distinguish patterns and trends. Organize/maintain sensitive, non-sensitive, and open source case date/files into logical, concise, and understandable order for retrieval
  • Collect and compile criminal intel information and statistics to generate intel data for support in investigations through personal contact; reading; and documentation of various intel, analytical, and administrative information.
  • Create, prepare, review, and present detailed reports, intelligence documents, presentations, and briefings on criminal intel analysis to disseminate to agency personnel, prosecutors, and other law enforcement agencies. Assess intel request and needs to recommend, plan, and prioritize data collection plans, potential targets, or case strategies.
  • Serve as a liaison with internal and external groups and individuals to provide analytical assistance, and collect/disseminate intel data and share resource sources. Enter data/report/records of criminal intel information into databases for use and reference by analysts and investigators in support of investigations.
  • Participate in multi-agency task force investigations, work groups, or committees to provide assistance by contributing intelligence analysis and concepts. Attend regional meetings of crime analysis professionals to share information on crime patterns, new methodologies, and developing tools. May represent the agency in presenting criminal intelligence information to agencies, organizations, local municipalities, city commission meetings and other state and federal government entities.
  • Assist in the design, testing, and/or maintenance of operational databases, analytical software, hardware, and peripheral equipment.
  • May plan and assign the work of others.
  • Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

  • Education and Experience

    Graduation from a standard high-school or equivalent is required. Graduation from an accredited four-year college or university in Criminal Justice, Homeland Security, International Affairs, Security & Intelligence Studies, Political Science, Regional Studies, Geospatial/Geography, Topical Studies (such as counter-proliferation, counterterrorism, domestic/international crime, etc.), Journalism, Finance/International Economics, Anthropology, History, Statistics, or a related field is preferred.

    Minimum of four (4) years' experience performing criminal intel analysis work in intelligence (military or state) government environment; professional level work involving extensive research, analysis, or data compilation and correlation on a full-time basis is required. Knowledge of intelligence gathering methodologies; intelligence and crime analysis processes; law enforcement operations; and analytical functions as it is related to criminal law enforcement is required. Preparing analytical reports is required.

    Preferred education of the type described may be substituted for the experience requirement on a year-for-year basis. Applicants must have a minimum of four years of education or four years of experience, or a combination of the two.

    Receives instructions as to work results to be attained; responsible for recognizing moderately complex problems and taking responsibility for resolving them; refers very complex problems to supervisor; otherwise just reports on problem and solution after the fact; results monitored for soundness and judgment.

    General guidelines: requires a lot of interpretation and non-standard responses to varied situations; have to figure out where to go for answers (not all sitting there in procedures manual); must take multiple factors into account; some control over priorities.

    Frequent contact with the public or other organizations; interactions may require obtaining cooperation of people; courtesy and tact are required when dealing with moderately difficult or sensitive issues.

    Physical Demands

    Office job with little or occasional light physical effort, may require brief periods of muscular exertion, such as standing, lifting, moving, pulling, pushing, etc. Ability to exert up to 20lbs. of force occasionally to move objects.

    Responsibility for Equipment and Property

    Responsible for assigned equipment/property used outside of office; responsible for handing out to and retrieving property/equipment from employees and keeping inventory; use of City vehicle.
