    Description
    Duties * Maintains and updates Installation air program management plans as needed.

    * Establishes policies and guidance for the protection of air, water, soil and ground water as they may be adversely impacted by emissions.

    * Research new and proposed regulations to maintain knowledge of the Clean Air Act and applicability for the installation. * Serve as the Contracting Officer's Technical Representative. * Knowledge of air regulations and regulatory processes. * Recordkeeping and information management duties as required. * Prepares technical specifications for contracting non-personal services.

    Requirements Conditions of Employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

    * This position requires pre-employment financial disclosure and annually thereafter. * This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

    Specialized Experience:
    One year of specialized experience which includes: 1). Managing Installation Air Quality environmental programs in accordance with federal and state regulations, and 2). Implementing, and evaluating present and proposed air quality initiatives such as planning, budgeting, contracting, and stakeholder communication, and 3). Prepare reports and record keeping for information management.

    This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

    or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.


    OR Combination of Education and Experience:

    A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

    To compute the percentage of the requirements, divide your total months of experience by 12.

    Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.

    Add the two percentages.
