    Description

    Cary, NC, a forward-looking and diverse community, is seeking an experienced and collaborative Transportation Capital Project Supervisor to join us in our commitment to enhancing the driving, bicycling, and walking experience in Cary. Building on a legacy of excellence, we adaptively design and manage transportation infrastructure projects in a team-based environment. This position will be part of the capital project program within the Transportation Department, working under the general supervision of the Transportation Engineering Manager.

    The Transportation Capital Project Supervisor will provide leadership and supervision for a team of project managers and will perform complex professional engineering work in support of the department's capital projects. This position will play a critical role in managing work flows, advising on technical engineering topics, coordinating projects across the department and organization, and monitoring the progress of projects to ensure that budgets, expectations, and timelines are met successfully.

    The ideal candidate will have robust project management experience and strong supervisory skills, able to monitor and support a high volume of complex projects while providing guidance and professional development for their team. They will also be highly collaborative and communicative, able to adopt a big-picture viewpoint and "OneCary" mindset to identify opportunities for partnership and teamwork across departments.

    Typical Tasks

    Provides direct supervision of capital project managers including assigning projects, setting priorities, providing project direction, managing time off, and balancing workloads;

    Works with colleagues to implement project "co-management" and "OneCary" strategies to share workload, build staff skills and professional growth, and increase collaboration and communication across the department and organization;

    Conducts regular check-ins and annual performance reviews of direct report staff, evaluating progress and developing short-term and long-term work plans and goals;

    Supervises the design and construction of a variety of capital projects (including sidewalks, streets, traffic signals, utilities, parks, etc.);

    Collaborates with the Transportation Engineering Manager on capital project program delivery;

    Makes recommendations for operating and capital budgetary needs and manages capital budget programs assigned to the group;

    Monitors progress of Transportation capital projects to ensure established expectations, schedules, and budgets are being met;

    Coordinates with other departments to ensure Transportation capital projects are inclusive of other capital projects while using the resources available;

    Performs functions of a capital program project manager, including but not limited to:
    • Participating in the preparation of designs, drawings, estimates, specifications, construction contracts, and related engineering work;
    • Preparing and presenting reports pertaining to technical subject matter and ordinance requirements on projects appearing before Town officials, homeowner groups, and other community organizations;
    • Writing communication plans for capital projects, coordinating public workshop meetings and press releases, and discussing projects with the media;
    • Managing on-site construction activities to ensure successful completion of project activities that keep the public safe.

    Knowledge, Skills and Abilities

    Comprehensive knowledge of the principles and practices of civil engineering and related fields, specifically transportation and traffic engineering; comprehensive knowledge of various constructions methods; comprehensive knowledge of the MUTCD and NCDOT design practices; general knowledge of the statutory and legal implications of bidding, awarding and executing publicly funded construction contracts; general knowledge of contracting for professional services; general knowledge of the administrative and environmental requirements of various state and federal regulatory agencies associated with projects; general knowledge of Microstation or AutoCAD software; ability to effectively communicate both orally and in writing; ability to establish and maintain effective working relationships; ability to supervise complex projects; ability to supervise technical personnel; willingness to be flexible and adaptive in thinking.
    Minimum and Preferred Qualifications

    Requires a combination of education and experience equivalent to graduation from an accredited college or university with a bachelor's degree in civil engineering with an emphasis on transportation engineering or a related field AND a minimum of five years of experience working in transportation engineering.

    Requires at least three years of management or supervisory experience.

    Requires a North Carolina Professional Engineering License or the ability to obtain within six months.

    Preference will be given to candidates who possess the following:
    • Familiarity with the North Carolina Capital Area Metropolitan Planning Organization (NC CAMPO)'s Locally Administered Projects Program (LAPP) or other MPO programs that manage federal grants
    • Experience or familiarity with transportation operations in addition to construction
    • Budget preparation experience
    • Experience with project management platforms
