Job Description: The General Services Administration (GSA) Office of Policy and Compliance (OPC) is seeking a highly motivated and experienced Program Manager to join their team in a remote capacity. The ideal candidate will be responsible for overseeing and managing a comprehensive contract review program across multiple Federal Acquisition Service (FAS) offices. This role involves coordinating onboarding processes, conducting regular contract file reviews, and providing annual assessments and trend analysis. The Program Manager will work closely with government PMs to ensure compliance and quality in procurement practices.
Key Responsibilities: For the first 60-90 days, the Program Manager will lead the onboarding process for contractors, ensuring they gain access to various FAS portfolios, electronic contract files, and dashboards. They will oversee the completion of GSA-specific training for contractors, facilitate the understanding of FAS Portfolio's policies, procedures, and document types, and collaborate with FAS employees to develop and share file review checklists and reporting templates with contractor staff.
Immediately after contractors go through Onboarding and On-Ramping, the Program Manager will coordinate with the government PM to start contract file reviews for all 6 FAS offices, determining the number and frequency based on the risk level of the portfolios' procurements. The FAS Portfolio includes the following offices:

Office of General Supplies and Services Categories
Office of Travel, Transportation and Logistics Categories
Office of Professional Services and Human Capital Categories
Technology Transformation Services
The Program Manager will oversee cradle-to-grave contract file reviews, analysis, and recommendations to improve the FAS Enterprise's overall contract file quality. All reviews will include all documents in the electronic contract file, as well as targeted reviews of specific documents or procedures such as commerciality determinations or post-award contract administration. Contract file documents to be reviewed may include, but are not limited to:
Determination and Findings (D&F)
Justifications for other than full and open competition
Price Negotiation Memorandums
Acquisition Plans
Market Research Reports
Commerciality Determinations
Award Decision Documentation
Findings from previous internal contract file reviews
Contract file reviews may include, but are not limited to:
File Reviews in preparation for Program Management Reviews (PMR) Prep and After-Action Support
Internal Contract File Reviews
Annual Trend Analysis Reports
Other reviews as requested by the government (e.g., High Risk Deep Dives, Post-Award Annual Reviews, and Special Program Reviews)
Contractors will have access to and use the FAS portfolio's electronic contract files (ECF) such as ASSIST, CALM, etc., to conduct the reviews. They will use FAS and Office of Governmentwide Policy (OGP) created templates such as the PMR checklist to assess if a file complies with FAS policy and procedure and test the efficacy of internal file reviews done by the FAS portfolios and the Procurement Management Review Division (PMRD). More file review checklists and reporting templates will be developed by FAS and shared with the contractor staff.
Contractors must provide a written file review report with findings to OPC within 10 business days after completing a review. Additionally, they must provide a written report summarizing all findings for each quarter, both FAS-wide and broken down by each portfolio.
The Program Manager will continue performing file reviews throughout the fiscal year as per the determined quantity and frequency, submit review results to OPC, and collaborate with OPC to review and share findings with FAS offices. The Program Manager will collect and analyze data to provide an annual assessment and trend analysis of the FAS portfolio. They will prepare and submit an annual trend analysis report, detailing trends from contract reviews and providing recommendations for improvements and corrective actions. The report will be organized by FAS office, quarter, and overarching review topic, including PMR-type transactional and summary findings, repeat findings frequency, and best practices/lessons learned.
Additionally, the Program Manager will conduct specialized file reviews to assess acquisition quality and compliance with FAS policies and procedures, including reviews of Price Point PLUS Portal (4P), Multiple Award Schedule (MAS) Consolidation, and Transactional Data Reporting (TDR). They will follow additional directions from the Government PM for specialized file reviews, ensuring compliance with the task order ceiling and seeking approval for any necessary ceiling increases.

Ability to conduct thorough data analysis and provide insightful trend analysis and recommendations.
Knowledge of specialized file review processes and compliance requirements.
Ability to work remotely and manage tasks effectively in a remote work environment.
Must have or be able to obtain a Public Trust Clearance.
