    The Education and Labor Cabinet's mission is to educate, prepare, and train Kentucky's current and future workforces. The goal is to continuously improve an education and workforce system that equips Kentuckians for the 21st-century workforce, while assisting businesses in finding skilled workers to compete and create jobs in the Commonwealth.

    The Office of Vocational Rehabilitation empowers individuals with disabilities to enhance employment opportunities, achieve financial self-reliance, and independence, and contribute to society. Additionally, they aid businesses in recruiting, retaining, and accommodating employees with disabilities.

    We are looking for an Administrative Specialist III to offer professional support to the Executive Director and Deputy Executive Director in the development, implementation, and maintenance of various complex projects and activities.

    Key Responsibilities:

    • Serves as a human resources liaison.
    • Assists agency management with required paperwork for personnel actions.
    • Tracks the status of personnel requests.
    • Arranges interviews for applicants.
    • Reviews personnel and payroll reports for accuracy, creates various reports for grant managers, and notifies the cabinet Human Resources (HR) office when changes are necessary.
    • Serves as a time administrator for the office.
    • Monitors the agency shared mailbox for telecommuting agreements, work schedule changes, and local tax code updates.
    • Reviews paperwork to ensure forms are completed accurately and returns for corrections, additional signatures, etc.
    • Routes to the cabinet HR mailbox for review and approval once forms are completed.
    • Identifies issues with the process and makes recommendations to agency leadership.
    • Attends meetings with the Executive Director and Deputy Executive Director to record meeting minutes.
    • Creates tracking spreadsheets for special projects and follow-up items using meeting notes.
    • Works closely with managers and staff to monitor project status to keep leadership updated.
    • Completes badge request forms for the office and submits them to the cabinet badge request mailbox.
    • Provides accurate billing information, track requests to ensure badges are received, and answer questions regarding badge requests.
    • Performs other duties as assigned.

    This role grants access to confidential and sensitive information. The appointed candidate must ensure the safeguarding and security of all confidential and sensitive information, complete necessary trainings, sign acknowledgments, adhere to policies, and comply with regulations concerning confidential information security.

    Minimum Requirements:

    • EDUCATION: Graduate of a college or university with a bachelor's degree.
    • EXPERIENCE, TRAINING, OR SKILLS: Three years of professional, administrative, or business experience.
    • Substitute EDUCATION for EXPERIENCE: Additional education will substitute for the required experience on a year-for-year basis.
    • Substitute EXPERIENCE for EDUCATION: Additional administrative, business, research, and/or clerical experience will substitute for the required education on a year-for-year basis.
    • SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONE

    Working Conditions: Incumbents working in this role primarily function in an office environment.

    Probationary Period: This position has an initial and promotional probationary period of 6 months.
