    General Description and Classification Standards

    Responsible for providing administrative and technical support in one of the following areas: Permitting, plan review, traffic safety, traffic operations, inspections, and general operations. The Traffic Engineer will work within assigned areas, support the office business operations, and provide customer service to both internal and external customers. Duties are performed with considerable initiative and independent judgment under the direction of the division director. The incumbent must ensure that best in class customer service is provided to both internal and external customers and, also, embrace, support, and promote the City's core values, beliefs, and culture.

    Supervision Received

    Performs work under general supervision with review and advice from director or a senior level professional-must, also, be able to work independently with minimal supervision or as part of a team. Reports to a senior level employee, or Director.

    Essential Duties & Responsibilities

    These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned.
    • Interviews and provides information to applicants regarding sidewalk closure permits, lane closure permits, roadway closure permits and general requirements of the Atlanta Department of Transportation permit process
    • Reviews traffic control plans, permit applications, and other pertinent information in order to verify accuracy and completeness and compliance with established codes, ordinances, policies and procedures
    • May route plans to appropriate agencies for approval
    • Coordinates issuance of lane/road closure, sidewalk closure and/or other related permits
    • Collaborates with inspectors to schedule inspections
    • Operate office equipment including computers and supporting word processing, spreadsheet and database applications
    • Maintains computer files on permits and related documents
    • Performs records research in order to document project history compliance-coordinates permit processes with outside agencies to ensure that all permit requirements are being met
    • Discusses plans, specifications and work schedules with contractors, utility companies and other governmental agencies
    • Uses technology to monitor traffic flow and conditions
    • Investigates traffic problems and recommends methods to improve traffic flow and safety

    Ability to set priorities; follow standardized procedures and written/verbal instructions to accomplish assigned tasks; must be able to process information on hand and decide on next steps to complete tasks and/or resolve issue; determines when to escalate issues to upper/senior management; selects from multiple procedures and methods to accomplish tasks-may make resource allocation decisions within organization guidelines

    Provides guidance and training as required to lower level, interns, temporary employees, etc.-may provide work group leadership, guidance, and/or training to less experienced staff and assign work to other professionals.

    Knowledge, Skills & Abilities

    Knowledge of engineering principles and practices associated with MUTCD (Manual on Uniform Traffic Control Devices); Knowledge of traffic operations theory and practice; Ability to read and interpret engineering plans, specifications and technical reports; Ability to make mathematical computations; Ability to interpret and apply codes, ordinances, regulations, laws and rules; Ability to navigate internet without assistance and have general knowledge of PC use/navigation; Familiar with construction documents (CDs) and able to recognize elements within CDs for further research and interpretation for permitting related activities; Thorough knowledge of the principles and practices of customer service

    Ability to communicate effectively, both orally and in writing; Ability to use independent judgment and make sound decisions in accordance with established procedures and policies; Ability to work effectively and efficiently under stress and meet deadlines as required; Ability to works collaboratively with team members to resolve customer challenges; Ability to understand the operation of the permitting division and operation of the City to assume the assigned responsibilities; Ability to read and interpret construction blueprints, plans and specifications; Ability to establish and maintain effective working relationships with fellow employees, other officials, representatives of other government agencies, developers, contractors, and the general public; Ability to provide information and to answer questions pertaining to Atlanta Department of Transportation procedures in a tactful and courteous manner to the general public; Ability to gather relevant information to solve practical problems.

    QUALIFICATIONS

    Minimum Qualifications - Education and Experience
    • Bachelor's degree in civil engineering.
    • Two (2) years of professional engineering experience involved in transportation systems and programs equivalent to a Transportation Engineer.
    Preferred Education & Experience

    Bachelor's degree in Civil Engineering and Five (5) years of professional engineering experience involved in transportation systems and programs equivalent to a Transportation Engineer.
