    The Opportunity
    WSDOT is currently seeking a Contracts Engineer at the

    Transportation Engineer 4

    level.

    This position supports WSDOT's mission by providing guidance and oversight of state and federal regulations and best practices that support transportation projects and programs throughout the state.

    These include procurement activities and complex Information Technology contract efforts that support smart highway applications, latest technology applications in security, and other new technology implementations across WSDOT divisions, regions and/or major functional areas.

    What to Expect
    Among the varied range of responsibilities held within this role, the Contracts Engineer will:

    Manage complex and high visibility contracting efforts with statewide project development and implementation in support of technology services, engineering, traffic, highway, and ferries.

    Develop and implement complex Request for Proposals (RFP) procurement.
    Advise and provide consultation to senior engineers, managers, and executive staff regarding procurement.
    Develop procurement policy recommendations to the Contract Services Manager based on current state and federal regulations.
    Provide statewide customer training related to contract procurement, management, and administration.
    Provide policy guidance and support for contract development as a subject matter expert.
    Promote initiatives of upcoming RFPs and educate vendors of future business opportunities.
    Provide guidance and suggestions regarding maintenance of the Contract Services Office Manual.

    Qualifications
    To be considered for this opportunity, the following are


    required :
    One (1) year as a

    Transportation Engineer 3

    or equivalent experience


    AND


    three (3) years of experience writing or administering complex contracts, developing solicitations, scopes of work, detailed contract estimates, or specifications for contracts.

    OR
    An associate degree in civil engineering technology, surveying, drafting, computer science, information technology or another closely related field, or equivalent Vocational Technical Program consisting of at least 1200 instructional hours in the above fields


    AND


    three (3) years of experience performing semi-skilled technical engineering, data collection, information technology or equivalent work in the transportation field.

    OR
    A bachelor's degree in engineering, computer science, business, social sciences, urban planning, information technology, or another closely related field.

    In addition to above, the following is also


    required :
    Working knowledge of government contracting.

    It is

    preferred


    that qualified candidates also have:
    Expert-level skills with Microsoft suite of products.

    Certification in one of the following professional procurement organizations: Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO), Certified Federal Contracts Manager (CFCM), or Certified Professional Contracts Manager (CPCM).

    Professional experience developing complex procurement plans, and reading, writing, and developing technical documents.
    Experience with developing acquisitions and contracts for a government entity.
    Experience specifically related to Information Technology contracts and procurement.
    Supervisory experience.
    Knowledge of general transportation engineering principles, and practices.
    Knowledge of project management principles and practices and government contract administration.

    This position offers flexible/hybrid remote work options. This position is eligible to telework at least 50% of the time. There will be times when the employee will be required to report to work in the office or field.
