    General Definition of Work

    The Assistant Plant Manager directly oversees the planning, design and construction of major capital projects with specific emphasis on power generation facilities. Oversees the operation and maintenance of all generation facilities. Provides training to other generation personnel. Supervises and/or directs the work of subordinate personnel. May assume project management functions over other projects as needed. The Assistant Plant Manager reports directly to the Plant Manager. The assistant plant manager assumes the responsibilities of the Plant Manager when in absence.

    Essential Functions

    • Manage the training and scheduling of the operations staff in day-to-day operations of the OCL facility.
    • Provide assistance in the planning and coordination of maintenance activities to minimize system downtime and to optimize plant availability.
    • Operate the plant in strict compliance with all Federal, State and local ordinances and licenses and permits
    • Provide expertise in safe operation of the plant. Manage the training, supervision, and enforcement of the plant safety procedures. Ensure that all operations activities are performed within guidelines established by plant safety procedures
    • Analyze, implement, and evaluate plant specific performance tests related to heat rate optimization, operational reliability, and environmental compliance.
    • Prepares weekly, monthly, yearly and other operating reports as directed by the Plant Manager.
    • Maintain plant housekeeping. Assign housekeeping tasks in Plant Facility.
    • Manage and ensure successful shift turnover, communications and instructions to operating personnel.
    • Supervise and ensure the training and development of the O&M staff in day-to- day activities. Recommend hiring, promotion, disciplinary and other personnel actions for employees and positions under direct supervision.
    • Assist in supervising plant modifications, management of change procedures, root cause analysis and all plant work documented in Maximo.
    • Provide oversight and quality control with contractors engaged in work on the plant site.
    • Interacts daily with FMPA staff.
    • Other duties as assigned.

    Knowledge, Skills, and Abilities

    Thorough knowledge of the principles and practices of mechanical & electrical engineering. Knowledge of the principles and methods involved in the design, construction and operation of natural gas fired electric power generation facilities, and turbo machinery. Knowledge of the use of computers. Comprehensive knowledge of related industry, organization, and department policies, practices, and procedures; ability to plan, assign, coordinate the work of a professional and technical organization; ability to effectively organize and lead groups and individuals; ability to prepare clear and comprehensive administrative and technical studies and reports; ability to communicate ideas effectively orally and in writing; ability to make sound decisions and solve problems under pressure.

    Special Requirements

    May be required to undergo respirator fit testing, spirometry (pulmonary function) testing and evaluation, appropriate training in using applicable respirator(s) safely and properly, identified by occupation, subject to National Institute for Occupational Safety and Health Administration (NIOSH), OSHA and industry standards.

    This is an exempt management position that requires announced or unannounced work and the ability to respond to call-out work during non-working hours or emergencies.

    A valid State of Florida Driver's License is required.

    Education and Experience

    Broad experience in Plant Operations, with emphasis on safe and efficient operation of a power plant or related industrial facility. Must be able to plan, organize, supervise, and carry out long-range operations and strategies. Must have strong supervisory, leadership and communication skills to maintain a high degree of productivity.

    A comparable amount of training and experience may be substituted for the minimum qualifications.

    Physical Requirements

    Heavy lifting (45 lbs. and over); heavy carrying (45 lbs. and over); reaching above shoulders; use of fingers; use of both hands; climbing (use of arms and legs); use of both eyes; distinguishing basic colors; distinguishing shades of colors; good hearing (without hearing aid). Wear restrictive safety equipment including but not limited to safety glasses, face shields, hearing protection devices, gloves, and hard hats.

    Normally works inside in air conditioning; however, may be required to work in heat; in cold; in high humidity; in bright sunshine; in dampness; on slippery or uneven surfaces; on or with ladders or scaffolding; at heights above ground level up to 50'; confined spaces; working closely with others; with poor lighting; poor ventilation; miscellaneous odors and fumes; with odors of gas; atmosphere or safety equipment used or needed air pack; hearing protection; hard hats; safety glasses; goggles; face shields and safety belts.
