ELIGIBILITYThis process is open to candidates who are, or will soon be, certifiable as Wisconsin law enforcement officers.
Firefighting and EMS experience is NOT required.
Certified Wisconsin Law Enforcement Officers: Candidates currently serving as certified law enforcement officers in good standing may apply for this accelerated process. Certified officers may be eligible for lateral compensation incentives to include increased pay and vacation based upon prior years of full-time law enforcement, firefighting, EMS and/or corrections experience. A certified Wisconsin law enforcement officer who has resigned or retired within 3 years of their potential hire date may be recertified by the state and is eligible to apply for this process. Previously certified Wisconsin law enforcement officers who are not eligible to be re-certified must apply through a traditional posting and attend a law enforcement academy.
Out of State and Federal Law Enforcement Officers: Candidates currently serving as paid full-time law enforcement officers in another state, or for a federal agency may apply for this accelerated process. Candidates must have completed a law enforcement academy comparable to Wisconsin's academy and have served in a paid full-time sworn capacity for one year beyond basic training. Out of state and federal candidates will be required to apply to the Wisconsin Law Enforcement Standards Board for reciprocity certification. The process will consist of an application review and a 200 question multiple-choice test that must be passed within one year of obtaining Wisconsin law enforcement employment. Out of State and federal law enforcement officers may be eligible for lateral compensation incentives to include increased pay and vacation based upon prior years of full-time law enforcement, firefighting, EMS and/or corrections experience.
Military Police: Candidates currently serving or who have military veteran status in a Military Occupation Specialty (MOS) as a law enforcement officer (Military Police / Security Forces / Master at Arms) may apply for this accelerated process. Service must have been full-time for a minimum of one year beyond training for their MOS. The candidate must still hold the position or have left the position in good standing within 3 years of their potential hire date.
Wisconsin Law Enforcement Academy Students: Candidates currently enrolled in a Wisconsin Law Enforcement Academy, or a Wisconsin associate degree program that meets the training requirements for certification as a Wisconsin law enforcement officer, may apply for this accelerated process. Candidates must be in good academic standing and on track to successfully complete the program. Failure to complete the program may result in removal from the process, or termination of probationary employment.
ON-BOARD PROCESS
Applications will be reviewed periodically. Candidates are encouraged to set up a ride along to gain a better understanding of the department and its operations. Candidates will undergo an accelerated selection process that may consist of an interview, background investigation, physical exam, drug test and psychological examination. Qualifications and the selection process are at the Village's discretion. Once hired, a new Public Safety Officer will undergo a traditional police field training program conducted on an 8 hour shift with either a 5-2 or 6-3 rotation. Upon completion of FTO, the PSO will work an 8 hour night (11p-7a) or night-power (7p-3a) shift on a 6-3 rotation. During this period, the PSO will be required to complete Firefighter I and Emergency Medical Technician training if necessary. That training is fully paid for, and the time is compensated. Per contract, PSOs are limited to no more than 3 years on night shift. Newly hired PSOs must complete an 18-month probationary period that may be extended if necessary to complete cross-training.
PUBLIC SAFETY OFFICER (PSO) POSITION DESCRIPTION:
A Public Safety Officer is a fully trained and certified police officer, firefighter, and emergency medical technician. The basic schedule for daily operations is a 24 hour on / 48 hour off rotation. Each 24-hour shift runs from 7:00 a.m. until 7:00 a.m. the following day. During that shift, PSOs will serve as a police patrol officer for 8 hours and a Firefighter/EMT for 16 hours. New PSOs will work an 8-hour night shift as described above for a maximum of 3 years before transitioning to a 24-hour shift.
Career advancement is available with such special assignments as: Investigator, Police/School Liaison, Fire or Crime Prevention Officer, Brown County Fire Investigation Task Force, Police Instructor, Fire/EMS Instructor, DARE Officer, K-9 Handler, Brown County SWAT, Brown County Mobile Field Force, and others. Promotional opportunities to Lieutenant and Captain are anticipated over the next several years.
