    THIS POSTING IS TO FILL THE CURRENT VACANCIES AND ANY FUTURE VACANCIES THAT MAY OCCUR IN THE NEXT SIX (6) MONTHSSUMMARYActs as the project manager for all MARTA's system projects.

    Responsible for all phases of project management from Initiation to Closing.

    Assists the Capital Programs Delivery Director with planning, design, pre-bid, pre-construction, progress, partnering, negotiation, and audit review meetings, construction, testing, and delivery.

    In addition, the Project Manager II supports the solicitation, contract, and administration of contracts of the system projects.

    Advises and updates the Director of Systems and Capital Programs Director on items affecting daily projects progress, issues, and forecasts.

    ESSENTIAL DUTIES AND RESPONSIBILITIES1.

    Manages the development and delivery of major complex systems including but not limited to Automatic Train Control and Communications-Based Train Control (ATC, CBTC), SCADA (Supervisory Control and Data Acquisition), traction power, communications (wireless, optical, radio), fire protection, fare collection, vertical transportation, CCTV (Closed Circuit Television), audiovisual information systems, security, and specialized software systems.2.

    Engages in all aspects of projects design. Provides overall project management and coordination with architectural/engineering professionals.

    Coordinates with staff, other agency officials, local governments and architects/engineers to develop preliminary schedules, procurement project requirements and detailed scope of work estimate by development of the design documents for bid.

    Manages the development of feasibility and environmental impact studies, preliminary engineering, and conceptual designs for major capital investments. Supports the preparation of project scopes of work, plans, schedules, and budgets.3. Makes periodic on-site inspections of projects to ensure projects are proceeding as per their plan. Maintains project status reports and senior staff briefings.4. Manages project procurement of material, equipment, and contractors, and all construction activities necessary to execute capital projects. Manages the quality and safety of work performed on capital projects. Implements change management processes and carry out project communications throughout the organization. Coordinates the acquisition of real estate parcels required for capital projects.5. Performs Project Monitoring & Controlling.

    Throughout the life of the project life cycle, manages the preparation of progress reports to monitor and control capital projects.

    Monitors the schedules and budgets to ensure positive project performance. Conducts monthly project status briefs to upper management.6. Identifies and evaluates project risks and develops plans to mitigate the potential effects of unplanned events on assigned projects.7.

    Manages the preparation of agreements and facilitates design and construction performed by other government agencies and private developers working around MARTA facilities with private property owners, franchised utilities, railroads and other government agencies.8.

    Creates and maintains a high-performance environment characterized by positive leadership and a strong team orientation.9. Performs other related duties as assigned.
    SUPERVISORY RESPONSIBILITIESMay have direct supervisory responsibilities, Project Management oversight of project members, consultants, and contractors. May mentor Project Manager I's.
    SAFETY RESPONSIBILITIESFollow the work practices and standard operating procedures for this position. Use and/or wear the appropriate equipment, protective devices or clothing that MARTA requires.

    Report health and safety concerns related to performing the duties of your job to supervisors and report any on-going/unresolved health and safety concerns to the Joint Health and Safety Committee (JHSC) co-chair, JHSC representative or safety representative.

    QUALIFICATIONSTo perform this job successfully an individual must be able to perform each essential duty satisfactorily.     EDUCATION and/or EXPERIENCEBachelor's degree in electrical and computer engineering or a related discipline and a minimum of six years of progressively responsible experience in the full project lifecycle of planning, design, contract preparation, procurement, and implementation of large-scale systems or integrated systems capital improvement projects.

    Comprehensive experience in the preparation, budgeting, negotiation, and administration of contracts with both public and private organizations is desired. Experience preparing scope statements, estimates, and forecasts is desired. Experience using professional scheduling software and Microsoft Office products is preferred. Ideal candidate will have significant experience with systems project planning efforts.

    This includes scoping and developing projects to ensure that all stakeholder requirements have been gathered and tracked using tools including Requirements Traceability Matrix.

    Experience with strategically evaluating project execution methods that mitigate potential risks to the organization is needed.

    Experience with planning, design, execution, monitoring and closing of complex systems and integration projects including Automatic Train Control and Communications-Based Train Control (ATC, CBTC), SCADA (Supervisory Control and Data Acquisition), traction power, communications (wireless, radio, optical networks) fire protection, automated fare collection, vertical transportation, CCTV (Closed Circuit Television), audio-visual information systems, specialized software systems, preferably in a rapid transit environment.

    LANGUAGE SKILLSHighly developed skills in speaking, writing, analytical thinking, problem solving, and management is necessary. Ability to read, analyze, and interpret common scientific and technical journals, financial reports, construction drawings, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
    REASONING ABILITYAble to define problems, collect data, establish facts, and draw valid conclusions.

    Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

    CERTIFICATES, LICENSES, REGISTRATIONSProject Management Professional (PMP) Certification and/or a Certified Construction Manager Certification (CCM) is desired; Professional Engineer (PE) is extremely valued.
