    The Position

    The purpose of this classification is to perform technical and administrative work functions associated with receiving, processing, maintaining, and storing confiscated property/evidence, to record all transactions in an inventory control system, and to maintain the security and integrity of the custody chain.

    This position is also responsible for purchasing, maintaining, and issuing equipment and supplies.

    Duties

    Receives various type of evidence/property such as large sums of money, documents, drugs, weapons, and vehicles confiscated by local law enforcement officials; checks for accuracy of items listed on property sheets; prepares items for viewing; delivers evidence to crime lab for further testing.


    Assists with evidence/property items in court as necessary; testifies in court as to the proper chain of custody; testifies as to controlled substance identification.


    Performs inventory control and maintenance tasks such as inspecting inventory, performing physical counts, purging obsolete inventory, stocking shelves, rotating and pulling stock, returning damaged or warranty parts to the appropriate individual, and re-ordering parts and equipment; researches catalogs; consults with vendors and other City of Albany departments to discuss new products.


    Signs for and transfers evidence and property using prescribed security measures; enters information into computer system to complete custody transaction; generates, copies, disseminates, and files printed receipts as appropriate.


    Stores and records evidence and property; ensures all property, evidence, and impounded vehicles are preserved and accounted for according to regulations.


    Updates files and ensures that all confiscated firearms are recorded in the database accurately; ensures that all property which is released from the property room is also removed from the computer database; checks criminal histories via GCIC to determine whether individuals are legally authorized to possess firearms prior to release of firearms into their custody.


    Compares stolen property reports with recovered items; contacts owners and/or transports articles to regular/bulk storage; arranges for owners to identify and claim property.


    Answers the telephone; provides information, advice and guidance; takes and relays messages and/or directs calls to appropriate personnel; returns calls as necessary; responds to questions, complaints, and requests for information from citizens, court personnel, officers, other law enforcement agencies, insurance and repossession companies, attorneys, pawn shops, and other individuals.

    Transports latent fingerprints to AFIS operations for analysis.

    Verifies ownership and authorization for property release; completes necessary paperwork to return property to individuals from whom it was confiscated, to owners from which it was stolen, or other appropriate personnel.


    Completes, mails, and follows up on factory traces to ATF on weapons; requests property serial numbers traces to determine the possibility of theft.


    Prepares property for and disposes of unclaimed items via city auction; researches ownership and other legal requirements prior to the sale of property at auction.


    Receives and executes court orders to destroy evidence; disposes of alcoholic beverages and destroys contraband in accordance with regulations; maintains appropriate records.


    Maintains a comprehensive, current knowledge and awareness of applicable laws and regulations regarding property/evidence retention and destruction; reads professional literature; maintains professional affiliations; attends meetings, workshops, and training sessions as appropriate.


    Receives a variety of invoices, quotes, reports, lists, purchase orders, contracts, memoranda, and related documents; reviews, files, posts, processes, and /or forwards to appropriate department or individual.


    Prepares, generates, and/or processes a variety of forms, purchase orders, requisitions, logs, requests, reports, correspondence, and other documentation associated with the daily routine of this position; prepares, updates, and maintains files and administrative records.


    Cooperates with federal, state, and local law enforcement agencies and their officers or representatives when activities are related to investigations within city jurisdiction.


    ADDITIONAL FUNCTIONS
    Trains new personnel in evidence/property control techniques.

    Performs other related duties as required.

    Minimum Qualifications

    High school diploma or GED required; additionally, two (2) years previous experience in inventory control or purchasing and data entry or a related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

    May be required to pass a background investigation and obtain a GCIC/NCIC, Basic Fingerprint Identification, and appropriate drug identification certifications.

    Must possess and maintain a valid Georgia driver's license.
