    All Riverside Research opportunities require U.S. Citizenship. Position OverviewRiverside Research is seeking a Contracts & Procurement Manager for its Crystal City, VA office.

    Our organizational structure includes a centralized procurement and contracting function, whose mission is to collaborate with internal programs operations staff and subcontractors/suppliers to timely procure desired goods and services, at a reasonable price and in a timely manner, consistent with established Riverside Research policies and procedures and federal procurement practices.

    This position will be responsible for Procurement and Subcontract Management services.


    Purchasing/Subcontracts:
    The ideal candidate will be accountable and responsible for performing the following procurement and contracting functions.

    This is a multifaceted role; ensuring compliance in Procurement as well as supporting major initiatives with Proposals, Subcontracts under contracts, contracts and Training in all facets of Procurement.

    The ideal candidate will have experience supporting CPSR audits, writing/editing procurement policies Smal Business Program and exemplary communication skills in support customers (internal and external) in the organization.

    Position requires 4 days a week in the office.
    ResponsibilitiesPerform Cradle to Grave subcontract management to include consulting agreements, NDAs and Teaming AgreementsEnters/manages subcontract/procurement documentation in Deltek/CostpointEnsure procurement process remains CPSR compliant (CPSR Experience)


    Work with Accounts Payable (AP) to confirm vendor qualifications and vendor ID creation in the accounting systemPerform SBLO duties to include Small Business Subcontracting Plans, ISR and SSR and FFATA reportingRespond in a timely and accurate manner to questions and requests for data and metrics from senior management and the Executive Office, as requestedThis position requires strong communication skills with a desire to work with Program managers to complete the procurements timely in a team environment As time permits, support contract management activitiesCollaborates closely with the Contracts Management staff by providing a full range of procurement and subcontract administration services, including maintaining contract data in the accounting system, providing support for project activities, policies, procedures, and requires a working knowledge of the Federal Acquisition Regulations.

    QualificationsA degree and 7-10 progressive years experience in purchasing and subcontract administration/management, or related fieldKnowledge of and experience with FAR, DFARS, other agency supplements, and applicable U.S.

    laws and regulationsExperience working with a variety of contract and subcontract types including Cost-Plus, Cost Reimbursement, FFP, T&M/LH, ID/IQs Excellent written and verbal communication skillsIn-depth knowledge of contracting/purchasing concepts and approachesAble to prioritize and pivot from managing multiple subcontractors and suppliers across multiple post award prime contracts to providing subcontracting support during all proposal phasesCollaborative business partner and solution-oriented acumen while maintaining FAR/DFAR, DCMA, and company policy complianceDesired Qualifications:

    Deltek Costpoint Procurement ModulesContracts Management and Proposal experienceStrong working knowledge in CPSR RequirementsExperience with Microsoft Outlook, Word, Excel, and TEAMSProgram Management KnowledgeExperience writing policies and proceduresGlobal Comp$100,000 - $170,000 This represents the typical compensation range for this position based on experience, location and other factors.
