Communications Officer - Rawlins, United States - City of Rawlins
Description
GENERAL PURPOSE Performs a variety of technical duties as needed to expedite day-to-day emergency communications operations and routine administrative processes and procedures.
Performs work in the 911 communications center and central records; receives phone calls, alarms and radio messages and transmits radio messages to appropriate law enforcement, fire and other public personnel.
SUPERVISION RECEIVED Works under the general supervision of the Communications/Records Supervisor.SUPERVISION EXERCISED None.
ESSENTIAL FUNCTIONS Day-to-Day Operations: Performs regularly assigned duties in the dispatch center including dispatching duties; receives and coordinates all 9-1-1 police, fire, EMS, public personnel and other emergency assistance requests; receives and coordinates all non-emergency requests; relays instructions to radio units concerned; transmits orders to appropriate law enforcement and related personnel, including fire and ambulance; uses standard operation procedures in sending and receiving radio and telephone messages; provides ongoing information to assist and protect responding officers; communicates CPR instructions to callers.
Enters data on computer and operates computer; establishes programs for computerized records; processes a wide variety of reports and records; maintains a telephone and radio log of daily activities; operates NCIC/NLETS computer terminal and auxiliary equipment, pagers, , alarm systems, computer and a wide variety of office equipment in entering and retrieving data and maintaining files; works in NCIC, NLETS and WCJIN systems; works with the telephone company to correct problems in the systems; takes action to correct address or other location; verifies wanted, lost or missing persons; ; collects and compiles information; ; monitors calls and alarms and surveillance cameras; monitors officers welfare, TDD and other sources; monitors local government and other law enforcement frequencies; maintains communications equipment and ensure equipment is in proper working conditions; operates standard and 9-1-1 telephone systems, including cellular and TDD; retrieves information as necessary to assist in investigations; trains personnel in the proper use of computer.
Monitors recorder that records incoming and out-going radio/telephone traffic; monitors station and building area TV monitors and surveillance videos; monitors surrounding agencies.
Checks records and files and relays information to law enforcement and other emergency personnel as requested; broadcasts pick-up notices for wanted persons, stolen and suspect cars; receives and checks inquiries for criminal record checks; receives and transmits information over teletype; runs NCIC checks and performs other confidential records checks; processes background checks; .
Prepares statistical data and reports assisting supervisors and officers in carrying out their duties; , wanted persons, record checks and related information; assists citizens in filing of accident, theft and complaint reports; handles funds for bonds, fines, accident records, permits, copies, clearance letters, bonds and fines; accounts for funds.
Software Applications Administration:
Performs operations requiring the use of various administrative tools.
General and Periodic Functions:
Enters pawn slips; searches and monitors female prisoners; assists with public relations programs. Performs related duties as required.
MINIMUM QUALIFICATIONS 1.
Education and Experience:
A. Graduation from high school or equivalent; AND B. Must meet all requirements of Wyoming POST certification for communications officers.
Knowledge, Skills and Abilities:
Some knowledge of office practices and procedures, office appliances including computers, filing systems; county geography; proper g ammar, spelling, and punctuation; standard office practices and procedures related to records filing and office maintenance; interpersonal communication skills; modern filing systems related to alphabetical and numeric files; telephone systems; telephone etiquette.
Some Skill in word processing, proficient typing with an emphasis on accuracy over speed.Ability to work rotating shifts, weekends and holidays required; effectively multi-task, understand and operate a variety of radio communication equipment; receive and transmit messages properly, clearly, rapidly, accurately and effectively under stressful conditions; make decisions and relay appropriate information to personnel rapidly and properly; speaks clearly and concisely and deliver understandable and complex verbal instructions; perform work requiring good hearing, good diction and a clear voice; exercise initiative, independent judgment and to act resourcefully under varying conditions; prepare, file and maintain reports and records efficiently and effectively; maintain strict confidentiality related to sensitive administrative and legal information; develop effective working relationships with department heads, senior officers, fellow employees, and the public; communicate effectively, verbally and in writing; work under time pressures and work deadlines; work in an environment requiring continuous sitting; learn and comprehend state criminal codes and penalties associated with various offenses.
Special Qualifications:
Must be 18 years of age. Required to pass skills testing, psychological and oral board testing. Must become certified as an Emergency Medical Dispatcher (EMD, EFD, EMD-Q, EFD-Q). Must become NCIC/INLETS certified within two (2) years of employment. Must work varying shifts.
Work Environment:
Incumbent of the position is the ability to perform in moderate to high stress environment as an emergency communications center.
Tasks require variety of physical activities, generally involving minor muscular strain, such as walking, standing, stooping, sitting, and reaching. Talking, hearing and seeing are necessary to performance of essential functions. Rapid work speed required to perform keyboard operations. Common eye, hand, finger, dexterity required.Mental application utilizes memory for details, verbal instructions, emotional stability, complex thinking and some creative problem solving in a high stress, potentially, fast pace communications, critical incident management environment.
