    Description
    Duties
    • Overseeing all operating units responsible for delivering MBDA products, services, and information.
    • Coordinating and integrating all mission execution aspects to ensure consistency and coordination of MBDA products and services and implementation of service improvements.
    • Leading the planning of the Agency's expansion and operational implementation, including matters of project management, risk mitigation and reporting. Ensuring partner and customer needs are accounted for in 3-year budget cycle planning activities.
    • Leading the Continuity of Operations Planning (COOP) to ensure organizational and management continuity.
    • Managing all Agency operations to keep the Department and MBDA leadership apprised of any concerns.
    • Ensuring that the necessary management and technical support are provided to the COO activities, including program planning, program evaluation; budgetary preparation and support for mission execution.
    • Managing resources to maintain and sustain effective mission execution.

        To qualify, applicants must provide evidence of progressively responsible executive level leadership experience and office management experience directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and their competencies and Professional/Technical Qualifications (PTQs). The ECQs were developed to assess executive experience and potential, not to evaluate technical experience. ECQs measure whether an individual has the broad experience needed to succeed in a variety of SES positions.

(Competencies: creativity and innovation, external awareness, flexibility, resilience, strategic thinking, vision)

        ECQ 2 - LEADING PEOPLE : This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.(Competencies: conflict management, leveraging diversity, developing others, team building)

        ECQ 3 - RESULTS DRIVEN : This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility)

        ECQ 4 - BUSINESS ACUMEN : This core qualification involves the ability to manage human, financial, and information resources strategically.(Competencies: financial management, human capital management, technology management)

        ECQ 5 - BUILDING COALITIONS : This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)

        Professional/Technical Qualifications:
      • Demostrated experience in government or business policy and program analysis that contributes to effective policy development and administration of complex multi- year strategic plan related to regional, state, and local economic development.
      • Demonstrated experience in managing day-to-day operations in a geographically distributed organization. This also includes experience in improving effectiveness or efficiencies of operations.
      • Demonstrated experience of current economic development practices, such as enhancing regional competitiveness, innovative finance, public­ private partnerships, university-based economic development, entrepreneurship, industry cluster development, and other theories and practices that relate to economic growth in order to analyze executive level policy and program issues and provide comprehensive recommendations.

        Background Investigation/Clearance: This position is designated as Top Secret.

        Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees.
