    Description

    JOB FUNCTION:

    Supports Energy Delivery project/program managers with accurate and timely analysis of major project and program performance and progress consistent with approved budgets and milestones. Monitors compliance with all federal/state/local government requirements for each specific project and program. Serves as a key resource for initiating, planning, executing, controlling and closing Energy Delivery major projects and programs. Assists in the establishment of milestones for major projects and programs for achievement of team goals.

    ESSENTIAL FUNCTIONS:

  • Project/Program Initiating and Planning: Supports and/or leads team with Energy Delivery major projects/programs initiating, planning, executing, controlling, and closing responsibilities. Configures and manages project/program information and management systems including development of project/program plans including but not limited to work breakdown structure in SAP, schedule, budget in UI Planner, establishing orders, risk analysis, communication matrix and other work management system interfaces.
  • Company, Regulatory, and External Approvals: Develops and prepares project-related information, reports, analysis, and presentations to assist and support the team in the following areas: 1) obtaining company authorizations for expenditures for engineering, materials, and construction; 2) obtaining PUC approval for project or program work as required; 3) obtaining rate case approval as required; and 4) coordination with regulatory affairs, management accounting & financial services, community relations, government relations, corporate communications, legal, energy delivery and others in obtaining other approvals and/or permits.
  • Project External Relations and Communications: Develops and prepares project-related information, reports, analysis, and presentations to assist and support the team in the following areas working with and through community groups, neighborhood boards, media, other utilities and private companies, government agencies, the city council, the state legislature, and the Public Utilities Commission to disseminate information, address concerns, and resolve related project problems; preparing and providing testimony and presentations at public meetings and regulatory hearings as necessary.
  • Project/Program Controlling: Develops, automates, generates, monitors, and analyzes project cost and progress information and reports to support the team in managing project budgets and schedules and in complying with all project reporting requirements—internally and externally. Monitors and manages UI Planner and SAP updates to ensure timely and accurate project reports and analysis. Tracks status of design, permits, materials, construction, etc. and assists the team in following up with leads to ensure projects are on schedule and within budget. Ensures all project cost are posted promptly and precisely.
  • Project/Program Closing: Assists and supports the team to ensure completion of all contractual and administrative closeouts, including project acceptance/signoffs, drawings and records updates, procurement audits/reconciliation, performance and lessons-learned review, resources and project team release, and accounting closeout of project and associated work orders.
  • Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.
  • BASIC QUALIFICATIONS:

    Knowledge Requirements

  • Thorough knowledge of personal computers and related software applications such as: Excel spreadsheets, MS Word, SAP, MS Project, Pillar/UI Planner, Power Point, MS Access, etc.
  • Knowledge of Generally Accepted Accounting Principles (GAAP).
  • Thorough knowledge of matrix project management systems and critical path scheduling using MS Project is highly desirable.
  • Capability to learn and develop working knowledge in the following: Project management principles Earned Value (EV) analysis Utility information systems
  • Capability to learn and develop general understanding in the following: City and state permitting processes Land use and rights including associated regulatory, social, and public affairs processes (including neighborhood boards, community groups, government agencies, political leaders, media, etc.) Electric transmission, substations, and distribution systems Utility operations and regulation
  • Working knowledge of best practices to achieve a safe workplace environment.
  • Skills Requirements

  • Computer: Advanced expertise with personal computers and/or mainframe systems and related software applications such as project scheduling/management, spreadsheets, databases, word processing, etc.

  • Must have or be able to qualify for a State of Hawaii driver's license. Must meet the standards for frequent or required driving positions stated in the Hiring Standards for Required Driving Positions policy. These standards may be adjusted periodically to meet business and safety objectives.
  • Experience Requirements

  • Several years (3-5) experience in accounting and forecasting systems and capital project budgets.
  • Several years (3-5) of experience or demonstrated ability with computers, information systems, and software applications including MS Project and Excel.
  • Several years (3-5) of analytical experience or demonstrated ability preferably with data and/or projects.
  • Few years (2-3) of experience utilizing project management techniques.
