    Position Title: Environmental Specialist

    Position Classification: Salaried, Exempt

    Department: Business Administration

    Reports to: Director, Business Administration and Risk Management/Vice President

    Job Summary

    Assist with ensuring that the Airport meets or exceeds all applicable Federal, State, and local environmental regulations. Assist with developing and leading the Airports sustainability programs (waste reduction, energy use, carbon reduction, alternative fuels, etc.). Act as Company representative in the enforcement of Airport environmental and sustainability programs/policies. Work collaboratively with Airport consultants and legal counsel on all environmental/sustainability matters. Assist with developing and implementing procedures, policies, and recommendations that are in-line with the Companys business objectives.

    Assist with ensuring that Company policies, programs, and procedures, as well as the Airport Rules and Regulations are adhered to. The Environmental Specialist leads the team and is the first line of response during an environmental incident/emergency in accordance with the Operations Manual, in a safe and efficient manner while working towards resuming normal operations. Responsible for staying current with environmental regulations/guidance and trends to ensure that the Airport is in full compliance and is a leader in the industry and community. Represent the Airport in all facets of enforcement and oversight in areas such as compliance, unsafe practices, and tenant relations.

    The Environmental Specialist is expected to develop a successful balance between being in the field (on-Airport) and their administrative obligations. In a team environment and within the dynamics of a small company, the Environmental Specialist should possess an attitude in which no task is beneath them and be willing to assist with other areas of discipline outside their normal day to day work assignments when necessary to meet Company needs.

    Essential Functions

    • Must be able to operate a vehicle or machinery at all times.
    • Able to work a flexible/on-call schedule as needed, such as in the event of an aircraft emergency or an environmental incident.
    • Must be able to complete and pass pre-employment background check, drug screen, physical exam.Must be able to pass audiogram, and spirometry test.
    • Must be able to wear a N95 Particulate Respirator while working with certain chemicals/substances as defined under the Respiratory Protection Program.
    • Able to communicate effectively (reading, writing, speaking) in English.
    • Strong in Microsoft Office (Outlook, Word, Excel, and Power Point), and Adobe Acrobat.
    • Must have valid drivers license and clean driving record.

    Responsibilities

    Environmental Management: (80%)

    • Assist with managing all environmental matters including but not limited to assessments, investigations, and remedial actions for the Airport.
    • Provide environmental technical support regarding environmental issues associated with property transactions and development projects.
    • Assist with managing the Airports Materials Management Plan by reviewing and approving contractor deliverables (environmental permits, disposal plans, waste characterization data, etc.) associated with Airport and tenant development projects and ensure that all work is in compliance with applicable state and federal environmental regulations.
    • Review, approve, and act as the Airports liaison with the New Jersey Department of Environmental Protection (NJDEP) regarding all correspondence (reports, permit applications, etc.) for the Airport, including leaseholds, regarding site remediation, wetlands, flood hazard, and stormwater management rules.
    • Ensure that all permits (air, stormwater, remedial action, etc.) are current and renewed as required.
    • Ensure that all permit inspections and reporting are conducted and that any deficiencies of non-compliance are remedied.
    • Assist with ensuring that all non-hazardous, hazardous and universal waste is disposed of in accordance with all applicable regulations and timeframes.
    • Assist with managing and overseeing the Airports Spill Prevention, Control, and Countermeasure Plan (SPCC) and Storm Water Pollution Prevention Plan and ensure that best management practices are maintained.
    • Provide support with developing, reviewing, and disputing business contracts that pertain to environmental/sustainability matters.
    • Assist with managing all claims associated with the Airports environmental insurance policies to maximize the amount of recoverable expenses.
    • Help with soliciting environmental insurance providers to secure environmental insurance policies that meet the Airports needs.
    • Coordinate with legal counsel on environmental issues as it pertains to the Airports environmental insurance policy, existing environmental/remediations, proposed development and tenant environmental issues.
    • Responsible for coordinating/overseeing asbestos containing material (ACM) surveys/remediations, mold sampling/remediation and/or indoor air quality assessments for renovation/demolitions projects, if warranted.
    • Educate staff on environmental/sustainability goals and objectives and help staff to understand the business implications and connectivity of these goals and objectives.
    • Take the lead during an environmental incident/emergency in a safe and efficient manner while working towards resuming normal operations.
    • (24/7) Assist with business continuity, operational safety, and the mitigation of risk in the event of a failure, or potential failure of core business functions.

    Environmental Lease Compliance: (20%)

    • Assist the Director, Business Administration and Risk Management with ensuring lease compliance by conducting leasehold inspections, technical lease reviews and by developing relationships with leasehold tenants.
    • Work collaboratively with Management to develop/update and enforce the Airports Rules and Regulations and Minimum Standards as it pertains to environmental/sustainability matters.
    • Assist with establishing lease agreement/contract compliance system to ensure environmental compliance with agreement terms and conditions.
    • Assist with developing and documenting leasing policies, development standards, and operating rules and regulations as well as Minimum Standards for corporate and commercial leasing activities as it pertains to environmental/sustainability matters.
    • Other duties as assigned.

    Qualifications

    Education and Experience

    • Bachelors degree in related field required.
    • 10+ years work experience in related field required.
    • Experience with Contaminants of Emerging Concern (CECs) required.
    • Supervisory/project management experience preferred.
