    Duties and Responsibilities
    1.

    *Performs a wide range of professional human resources duties in assuring good customer service, compliance, efficiency, & maintaining a positive & productive employee relations environment for UH Hilo.

    2.

    *Ensures continuity of daily coverage for the department, informs HR Director of critical issues affecting operations and recommends and implements changes as necessary.

    3.

    *Coordinates the orientation and onboarding of new employees, including but not limited to, generating and processing employment and payroll documents, providing an overview of employment benefits and resources, and other related activities.

    4. *Participates in the planning, coordination, assessment and implementation of employee engagement, professional development and training activities.
    5. *Serves as point of contact among employees and departments in assessing ongoing employee development and training needs.
    6.

    *Advises supervisors and employees in the performance review and evaluation process for APT and Civil Service appointments to ensure timely completion and follow-up.

    7.

    *Maintains the HR website to ensure content is up-to-date with valuable employment tools and resources readily available to our campus community and prospective employees.

    8.

    *Assists HR Director with researching and interpreting collective bargaining contractual provisions, University and Board policies, State and Federal laws, rules and regulations.

    9.

    *Assists HR Director with assessing various employee and labor relations issues and identifies appropriate action as necessary; conducts fact-finding investigations as assigned.

    10. *Researches and processes position/personnel actions for civil service and BOR appointment types, as needed, e.g. establishment/abolishment of positions, salary changes, hire and separation to ensure compliance w/ UH policies, procedures, & laws.
    11.

    *Researches, processes, responds to, and resolves issues involving pay and benefits and advises HR Director or designee of unusual or difficult cases.

    12.

    *Researches, processes, and responds to requests for regular and special reports, information, surveys which include but is not limited to workers compensation, salary adjustments, overpayments, ERS issues, and leave inquiries in a timely manner.

    13.

    *Operates a computerized human resources management system such as PeopleSoft and other personnel/payroll/financial database systems such as KFS, NEOGOV, TAPS, etc.

    14. *Keeps abreast of the laws, directives, policies & administrative procedures & policy decisions that affect the human resources function.
    15. *Drafts and composes memos, letters and forms of communication and reports related to areas of responsibility or as assigned.

    • Receives calls, greets guests, screens and directs them to the appropriate staff or office.
    • Maintains files as assigned.
    • Performs other human resource related duties as assigned or necessitated.
    • Other duties as assigned.
    Minimum Qualifications
    Education and Professional Work Experience

    Band A:

    Possession of a baccalaureate degree in any field and one (1) year of progressively responsible professional experience with responsibilities in one or more functional areas of human resources such as position classification; pay administration; recruitment and examination; personnel and organizational development; employee and labor relations; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.


    Band B:

    Possession of a baccalaureate degree in any field and three (3) years of progressively responsible professional experience with responsibilities in one or more functional areas of human resources such as position classification; pay administration; recruitment and examination; personnel and organizational development; employee and labor relations; or equivalent education/training or experience.

    Knowledge, Skills and Abilities

    • Considerable working knowledge of principles, practices and techniques in the field of human resources administration as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
    • Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with human resources administration.
    • Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
    • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
    • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
    • Demonstrated ability to operate a personal computer and apply word processing software.
    • For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
    Equivalencies

    Any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

    Desirable Qualifications

    • Experience in coordinating employee engagement and/or professional development activities.
    • Experience in public speaking, conducting meetings and/or trainings.
    • Experience in processing complaints and/or conducting fact-finding investigations.
    • Experience in website management.
    • Knowledge of UH Policies, procedures, and organizational structure.
    • Knowledge of collective bargaining agreements governing public employment in the State of Hawai?i (e.g. HGEA, UHPA, UPW).
    • Professional work experience with University of Hawaii personnel/payroll/financial database systems (e.g. PeopleSoft, KFS, NeoGov).
    • Professional work experience with HR responsibilities in a State of Hawai?i department and/or post-secondary education setting.
    • Detail oriented and able to prioritize multiple duties with demanding deadlines.
