    This position will work in the Stormwater Division of the Public Works Department and will serve as an engineer in the Watershed Restoration Group. The primary purpose of this position is to manage and implement projects and tasks for Watershed Improvement Plans, stormwater retrofits, green stormwater infrastructure projects, and stream restoration projects. Knowledge of hydrology, hydraulics, and stormwater control measures through education and/or experience is required. Strong verbal and written communication skills are needed for coordination with other City departments, public involvement, and contractors. Other duties include providing administrative support, technical support, contractual support, attending meetings, and other duties as assigned.

    Devoted to providing engineering support, inspection and professional civil engineering for a variety of public works utilities and storm water projects in the Public Works Department Stormwater Services Division Watershed Restoration Group. Incumbents perform entry-level professional engineering work or supervise paraprofessional engineering staff engaged in permit review and assessment. Work requires independent evaluation and analysis of issues and the exercise of judgment, education and experience to select and apply criteria to resolve problems and make recommendations. Decision-making includes selecting the method to address a problem or issue, subject to the constraints established by management objectives and direction. Incumbents may provide reviews of drawings and permits, or assisting with construction project design, bid and project management or designing projects.

    Responsible for reviewing drawings and calculations; processing applications; conducting inspections; responding to customer questions; assisting with contract administration and management, including creating cost estimates and project manuals; defining solutions to issues; coordinating the bidding process; managing project schedules and budgets; developing project scopes and researching design options; obtaining permits; maintaining records; planning, designing, operating, and maintaining systems and structures in the assigned area of operation; creating drawings and concepts; reviewing and updating plans; providing assistance in supervising paraprofessional engineering staff; interpreting and developing policies; providing quality control duties; verifying permits; calculating assessments; and/or performing related duties.
    Duties/Responsibilities
    • Performs project coordination and contract administration; develops cost estimates; creates project manuals and documentation; provides complex support on engineering studies, develops project scope; researches engineering design options; coordinates project bidding processes; evaluates project risk and takes action to mitigate risks; obtains appropriate permits; and ensures projects are on schedule, within assigned budgets, and comply with applicable regulations, policies, and procedures.
    • Plans, designs, operates, and maintains systems and structures in the assigned area of operation; reviews, prepares, updates, and communicates plans, drawings, and concepts; conducts field reviews; assesses and evaluates project plans and operations; calculates costs; and ensures plans and operations comply with applicable requirements, standards, policies, and procedures.
    • Manages project funds and securities; reviews and manages funds; calculates Construction bonds and ensures bond meets City requirements; reviews construction and engineering documentation; and coordinates with senior management and attorneys to resolve complex technical issues.
    • Conducts final inspections, warranty and repair requirements; evaluates projects, proposals, and applications; reviews plans and documentation; and coordinates with developers, inspectors, and higher-level and other staff to assess compliance with specifications; prepares related documentation, including punch lists; receive approvals; and finalizes and closes projects.
    • Provides customer service; coordinates with a variety of internal and external staff, departments, and agencies; and attends meetings, to provide professional and technical information; process and evaluate requests; prepare and review technical documentation; ensure compliance with design and project requirements, and applicable regulations, policies, and procedures; and facilitate related departmental operations.
    • Processes development and project-related applications; processes, issues, and/or approves assigned permits and certificates; maintains databases; prepares reports; performs billing duties; collects and allocates fees to appropriate accounts; processes invoices and generates payment requests; and reviews, verifies, and analyzes information to make recommendations and ensure accuracy, completeness, and compliance with applicable regulations, policies, and procedures.
    • As assigned, may serve as a lead worker, assigning work and monitoring work completion or supervise paraprofessional and support staff, to include conducting performance evaluations, coordinating training, and implementing hiring, and discipline and termination procedures.
    • Managing watershed planning project tasks for water quality improvement.
    • Perform stream restoration and stormwater control measure (include green stormwater infrastructure) retrofit evaluations and designs.
    • Manage stream restoration, stormwater control measure and green stormwater infrastructure projects.
    • Apply for and manage stormwater grants.
    Minimum Qualifications & Experience
    • Bachelor's degree in engineering, construction project management, or a directly related field.
    • Five years of related engineering and/or project management experience.
    • North Carolina Engineer in Training (EIT) Registration
    • Valid North Carolina Class C Driver's License with a satisfactory driving record acquired within a time frame established by the City
    Additional Preferred Skills
    • A minimum of six months of experience in areas related to the design, construction and maintenance of stormwater control measures or stream restorations is preferred.
    • Professional or technical experience in watershed planning or stormwater retrofits.
    • Experience reading and interpreting complex engineering plans.
    • Proficiency in MS Excel and Geographical Information Systems (GIS).
