    General Statement of Duties


    The Forsyth County Department of Social Services is seeking to hire a motivated self-starter with excellent communication and leadership skills for a Social Services Division Director for the following areas: Family and Children's Medicaid, Adult Medicaid, Non-Emergency Medicaid Transportation, and Medicaid Training and Quality Assurance.

    Distinguishing Features


    This position is responsible for planning, administering, coordinating, and directing the Medicaid Services Division in tasks designed to achieve Federal, State, and local goals, guidelines, and policies.

    This position is responsible for 147 positions, including three Program Managers and fourteen supervisors.

    This position ensures that all Medicaid Services activities and support functions are focused on delivering services and benefits to eligible clients utilizing Federal, State, and local guidelines.

    The delivery of these benefits must be done within the time limits, accurately, and efficiently within the State NCFAST system.


    The person in this position must ensure that all staff are involved in the above activities and understand their role in the support of the community regarding these benefits.

    This includes not only technical expertise in policy, procedures, and NCFAST but also customer service skills. This person will also have working knowledge of HR policies and procedures and work collaboratively with HR representatives. Makes approval decisions related to recruiting, selecting, developing, counseling, disciplining, and evaluating the performance of employees.

    Minimum Education and Experience

    Graduation from college with a two-year degree in a human services field or related curriculum plus 4 years of supervisory experience

    4-year degree and 3 years' experience in a human services role, including one year of supervisory experience preferred.

    A higher education level may be considered as a substitution for all or part of the experience requirement.

    A four-year degree outside of the relevant academic field plus additional years of relevant experience may also be considered.

    Experience with NC FAST and eligibility determination preferred.

    A valid Driver's License is required as this position requires frequent driving.

    Essential Duties and Responsibilities


    • This person is responsible for implementing work standards and expectations within the Division as defined by state/federal guidelines, NC statutes, and county/agency policies.
    • Develop and implement evaluation tools and processes for various programs,
    • Attends Executive Leadership, Management Team, Division & Program meetings, and other relevant agency or community meetings as needed,
    • Attends court as needed/appropriate,
    • Compiles reports and creates practice recommendations based on evaluation outcomes,
    • Consults with Program Managers and Supervisors to develop evaluation tools and internal action plans,
    • Participating in recruitment activities to assist in reducing vacancies and retention,
    • Coaching and training of staff by providing guidance and feedback to improve and strengthen specific knowledge/skill areas needed to accomplish job-related tasks.
    • Plans and supports the development of staff through attendance of mandated training per state standards, as well as the use of other training and educational resources to enhance job knowledge and ability.

    • Providing specialized one-on-one training for staff under their supervision who are in disciplinary action, completing a detailed work plan to identify employee goals and expected outcomes.
    • Responsible for monitoring federal and state legislation and policy changes to determine the impact upon the agency, Department, and State of North Carolina.
    • Facilitates internal/external meetings and statewide conference calls to facilitate communication, exchange of information, and training.
    • The person in this position serves as a member of the agency's Executive Leadership Team.
