    Background

    ECHO is seeking a Program Manager for our Day Support Program to join our passionate team of professionals. The Program Manager, Day Support Program is responsible for the overall operation of ECHO's Day Support Program, working under the guidance of the Chief Executive Officer. The Program Manager will be responsible for supervising a team of Program Coordinators and day support staff, ensuring that all services provided are of the highest quality and that proper documentation is maintained ensuring compliance with all applicable regional and state laws.

    Additionally, the Program Manager will maintain productive customer relationships with business clients of the ECHO Work Academy and business relationships for Day Support community engagement purposes.

    Job Duties

    Day Support Program

    • Oversee daily day support operations: Intakes, Assessments, Case Management, Program Scheduling, Community Engagement, Discharges and Communications to participants, stake holders and funding sources.
    • Responsible for the Day Support P&L to include managing staff headcount and participant schedules with a goal of 90%+ utilization rate.
    • Build a strong team culture, establish team norms, set and execute goals, hold regular meetings, create staffing schedules, resolve conflicts, reward excellence and address shortcomings. Monitor the time sheets and daily schedules of day support staff. Identify recruitment needs and assist with hiring of support staff.
    • Ensure individual support plans are developed, prepared, and monitored according to the guidelines of the appropriate federal and/or state agency (ies).
    • Aggressively add new qualified participants to the Day Support program through the ECHO Intake process.
    • Work collaboratively with the Program Manager, Group Supported Employment to ensure participants can transfer between LIFE and GSE as their desires and situations change.
    • Work collaboratively with Director of Quality Improvement and Program Integrity, the Chief Financial Officer, and the Director of Human Resources.
    • Utilize the ECHO Helping Hands volunteer team to support a robust Community Engagement program. Bill Medicaid for Community Engagement.
    • Ensure all paperwork is complete, accurate, and submitted by the appropriate due date(s) and time.
    • Assist the leader team in the expansion of current programs and with the development of new services.
    • Maintain effective communication with staff regarding the timely reporting of all incidents, infractions, and other issues involving the client's behavior and other clinical services processes. In collaboration with the QIPI, contact APS as needed, complete CHRIS reports as needed, assign ECHO investigators as needed and follow up on recommendations.
    • Participate in the development of the protocols that guide program compliance, expansion, and implementation.
    • Attends all required clinical meetings.
    • Abide by all policies, procedures, regulations, and guidelines for safety, quality assurance and general corporate oversight. Ensure quality of services for all programs. Review policies and escalate ideas for changes and/or improvements as needed.
    • Assist in Day Support programs as needed to always ensure staff coverage.
    • Provide crisis intervention as needed.
    • Rectify all WaMS denials for day support services and provide info to the Finance Department as required.
    • Ensure all medications are dispensed as required for participants in the Day Support Program. Ensure your team is Medication Administration certified.
    • Work with the leader team in promoting community acceptance and support through participation in community activities or liaison efforts with other agencies or entities. Represent ECHO at CSB, LCPS and MHSADS meetings and forums.
    • Ensure ECHO's Day Support program meets DBHDS, Medicaid, HCBS, and other regulatory standards. Ensure ECHO remains licensed.
    • Assumes on-call responsibility as necessary.
    • Additional duties as assigned.

    Community Engagement and ECHO Work Academy

    • Maintain and grow the business relationships with customers of the ECHO Work Academy. Coordinate as needed with Group Supported Employment to ensure customer fulfillment and satisfaction.
    • Maintain and grow business relationships with engagement Community Partners. Develop new relationships for community outreach purposes.
    • Explore new ECHO Work Academy business lines that could be performed in-house.

    Minimum Position Requirements

    • Minimum bachelor's degree in human services field with one year experience, to include supervisory experience, working directly with individuals who have developmental disabilities.
    • In lieu of degree, a minimum of five years' experience working directly with individuals who have developmental disabilities. Experience must include supervisory experience.
    • Experience with Performance Management including goal setting and execution, performance improvement plans, hiring, firing, and promoting.
    • Experience working with regulatory agencies, business partners and funding sources to include but not limited to Medicaid Waivers, etc.
    • Prior experience relating to day support services and area of responsibility preferred.
    • Experience with behavior management/modification preferred.
    • Recommend and assist with specialized training of staff members as required.

    Physical Demands

    • The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing duties of this job, the employee is required to talk, hear, type, push a wheelchair with rider, lift up to 50 pounds, and support persons with challenging behaviors, which can be physical.
