    LOCATION OF POSITION

    Main Purpose of Job

    Serve as Human Resource (HR) department administrator for the school and sits on the leadership team.

    Provides analysis, evaluation, consultation and innovative thinking in developing policies and procedures in accordance with best practices and state personnel laws.

    Provides ADA guidance to management.


    POSITION DUTIES
    Directs all recruitment and employment services to include the creation of postings, review of applicants and candidate ranking.

    Directs all classification and compensation operations to include application of salary guidelines for all the positions at the school.

    Assists with the development of the faculty pay plan and directs salary changes as needed. Supervises the issuance of faculty contracts annually.

    Directs employee relations activities to include giving guidance on annual reviews, progressive discipline and grievance processes.

    Interprets and implements HR related laws, regulations, policies and procedures relevant to the State Personnel Management System.

    Advises the leadership team and the Board of Trustees regarding new or revised HR related legislation affecting the school.

    Provides training pertaining to personnel procedures to managers and employees.


    Serves as Liaison with the MD Department of Budget and Management regarding ADA, Employee Relations, collective bargaining and other pertinent issues.

    Oversees the updates in the employee handbook.

    Participates in the collective bargaining process and provide guidance and support to the superintendent and the leadership team.

    Other duties as assigned.


    MINIMUM QUALIFICATIONS

    Education :
    BA degree in Human Resources or other related field.

    Strong English writing skills required.


    Either currently hold or have the ability to obtain certification in State Personnel Management System Policies and in the functionality of the Statewide Personnel System from the office of Personnel Services and Benefits within six months from the time of appointment to the position.


    Notes :

    • Candidates may substitute additional experience in HR professional work on a year-for-year basis for the required education.
    • Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

    DESIRED OR PREFERRED QUALIFICATIONS
    Knowledge of or willingness to learn American Sign Language.

    Experience with MD State Personnel System preferred.

    New hires are subject to a criminal background investigation at their own expense (Maryland Code, Family Law Article 1, Sections 5-560 –

    Candidates will need to provide three letters of recommendation.
