    Description

    Education and Experience Requirements:

    • U.S. Citizenship Required.
    • Knowledge of business administration procedures, techniques, and business ethics.
    • Skilled in oral and written communication.
    • Intermediate knowledge of Federal Acquisition Regulations, and applicable Agency Supplements.
    • Intermediate understanding of Government Contracts and the flow-down of applicable clauses and requirements.
    • Intermediate understanding of Cost Accounting Standards, and the determination process for applicability to the work.
    • When assigned to a job site location, actual experience in materials handling operations is desirable.
    • Intermediate understanding of scheduling concepts and tools.
    • Intermediate understanding of materials and equipment fabrication/manufacturing and associated production methods.
    • Proficiency in organizing tasks and ensuring completion within deadlines.
    • Bachelor's degree plus 3 years of experience or 9 years of related experience in lieu of a degree.

    Major Responsibilities:

    • Prepares bidders' lists and qualifies bidders.
    • Forms bid packages and issues bid requests, coordinates bidders' questions, and receives bids.
    • Communicates with suppliers and project personnel to establish clear definitions of requirements and to ensure performance to purchase order requirements.
    • Initiates and processes purchase order revisions to establish scope and address the effects on cost and schedule of agreed-upon changes.

    Job Summary:

    • Reports to Procurement Management and receives operational direction. Receives functional guidance from the Contracts and Procurement Manager of the global business unit. Performs tasks involved in the formation, administration/expediting, and delivery of purchase orders. Ensures clear communication with suppliers and project personnel to establish requirements and ensure compliance with purchase order terms and conditions. Manages the entire process from bidder pre-qualification and solicitation to bid analysis and order administration.
