    SALARY:
    $90, $145,365.00


    ANNUALLYEDUCATION ACCREDITATION:
    Applicant's education must be obtained from an accredited institution. Education credentials obtained out of the US must be evaluated for US equivalency.

    PROBATION:
    All persons, including current City employees, selected from this position will be on probation for 6 months.

    CLASS DEFINITIONPositions in the Operations Officer series contribute to the effective management of an organizational unit, e.g., section, division, or agency by supervising and/or managing staff, problem solving as an individual contributor, or project managing.

    The City of Baltimore's Department of Finance (DOF) is seeking its first-ever Communications Director.

    Reporting to the DOF Chief of Staff, the Communications Director will be responsible for overseeing all external communications and media requests for the Department and will serve as DOF's official spokesperson.

    The Communications Director will create and manage all Department press releases, coordinate with the different DOF bureaus to respond to public inquiries, develop and recommend strategies to improve DOF's public engagement, manage all Maryland Public Information Act (MPIA) requests, and work with other Public Information Officers and communications officials in the mayor's office and other city agencies.

    MINIMUM QUALIFICATIONSOn or before the date of filing the application, each candidate must:


    EDUCATION:
    Have a bachelor's degree in business administration, Public Administration, Management, or related field from an accredited college or university

    ANDEXPERIENCE:
    Have and ten (10) years of progressively increasing responsibilities including four (4) years of supervisory experience is required. Professional certifications may be required.


    ORNOTES EQUIVALENCIES:
    Have an equivalent combination of education and experience.

    LICENSES, REGISTRATIONS AND CERTIFICATESHave a valid Maryland Class C Noncommercial driver's license or an equivalent driver's license and eligible to obtain a Baltimore City driver's permit may be required.

    KNOWLEDGE, SKILLS, AND ABILITIESKnowledge of the principles and practices of public and business administration and management, including the process of planning, organizing, staffing, directing, and controlling.

    Knowledge of methods and procedures for the collection or organization, interpretation, and presentation of information.
    Knowledge of the basic principles of accounting, budgeting, fiscal controls, and statistics.
    Knowledge of management practices and methods.
    Ability to adapt and apply the concepts and techniques of administrative analysis to the needs of specific projects.
    Ability to identify problem areas and recommend appropriate solutions based on logical consideration of alternatives.
    Ability to interpret and apply a variety of laws, rules, regulations, standards, and procedures.
    Ability to prepare and present reports or recommendations clearly and concisely.
    Ability to compile financial and operational data and to analyze charts and reports and statistical and budgetary statements.
    Ability to coordinate the activities of various organizational units.
    Ability to plan, organize and direct the work of others.
    Ability to research and write complex narrative and statistical reports.

    Ability to speak and testify effectively before governmental and legal bodies and commissions, the media and community and business groups.

    Ability to establish and maintain effective working relationships with city officials, community, and business groups.


    DESIRED KNOWLEDGE, SKILLS, AND ABILITIES:
    Knowledge of media relations strategies, public relations, communication techniques, and social media.
    Knowledge of a wide range of communications' print and online practices including press releases, fact sheets, and newsletters.
    Excellent writing, editing, and proofreading skills.
    Ability to maintain records and write reports.
    Ability to establish and maintain effective working relationships with the public and peers.
