    Description

    Conducts student need analysis, performs federal verifications and awards student aid, provides confidential financial aid advising, makes professional judgment decisions regarding student aid eligibility and facilitates problem solving with students and parents. Complies with federal, state and institutional polices and regulations to determine appropriate distribution of financial aid funds.

    SUPERVISION RECEIVED AND EXERCISED
    Supervision is received by the Associate Dean for Financial Aid.

    Provides work direction to lower-level staff. Supervision is exercised over student workers.

    Examples of Duties

    Assists students in the application process for financial aid by providing information and answering their questions regarding financial aid, helping them to complete appropriate and required forms, advising them of their rights and responsibilities concerning financial aid, and by providing them with information about the status of their financial aid applications in person, via email, telephone or other electronic means.

    Analyzes complex application documents required to determine students' financial aid eligibility by reviewing, identifying, and resolving discrepancies between students' financial aid application and federal tax returns and database matches. Initiates requests for supporting documents to resolve conflicting information.

    Responsible for verifying student eligibility and interfacing with non-educational federal and state agencies.

    Electronically exchanges information with various federal and state agencies, using Central Processing System, Web Grants, and Systematic Alien Verification Entitlements (SAVE).

    Verifies dual enrollment between two colleges.

    Determines the validity of foreign, homeschool, and online high school diplomas and refers students to evaluation agencies as needed.

    Determines student eligibility for and conducts internal audits and reconciliation of aid programs, as assigned, to maintain program compliance and accurate fund management.

    Monitors and manages subsequent student FAFSA applications and identifies conflicts and notifies students of documents required for resolution.

    Packages financial aid awards in accordance with standard need analysis criteria and federal and state eligibility regulations and current office policies.

    Exercises professional judgment within federal guidelines and office policies to determine appropriate financial aid eligibility for students in special circumstances, such as changing dependency status, expected family contributions, and cost of attendance.

    Participates in day-to-day office operations and recommends office procedures and technical improvements to best handle student flow and application processing.

    Participates in software testing, as needed, to assist in technical upgrades and implementations.

    Interprets and applies federal and state regulations related to financial aid programs and recommends changes to current office policies and procedures.

    Processes the awarding of funds to students following state and federal rules and regulations for assigned financial aid programs such as state grants, GCC Promise, Foster Youth, Undocumented Students (AB 540), and Study Abroad Program.

    Acts as a liaison to other campus departments and outside agencies to provide technical assistance on the financial aid application process, regulations and office policy.

    Monitors and evaluates student academic records to determine if student is meeting Financial Aid satisfactory academic progress standards to maintain eligibility.

    Prepares necessary materials for SAP and Term Dismissal appeals.

    Maintains competency and professional currency through self-directed professional reading, developing professional contacts with colleagues, attending professional development coursed, and attending training and/or courses required by the associate dean.

    Conducts and coordinates financial aid workshops for students and parents, campus staff and outside groups or high schools.

    Selects, trains, evaluates and maintains schedules of student workers.

    Contributes to a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds

    Assists in the preparation of required statistical reports by collecting data and keeping accurate records on programs administered by the Financial Aid Office and by designing and revising forms as appropriate.

    Participates in various on and off campus committees such as Scholarships, Undocumented Students (AB540), Foster Youth, Term Dismissal Appeal Review and Foster Youth Success Initiative Region 7.

    Contributes to the overall success of the Financial Aid Office by performing all other duties as assigned by the associate dean, or designee.

    Minimum Qualifications

    Knowledge of:
    Current federal and state regulations, requirements and procedural guidelines pertaining to student financial aid programs.

    IRS Tax filing rules and regulations.

    Financial recordkeeping.

    Office practices and procedures.

    Methods and techniques for troubleshooting and determining the causes of application problems and errors.

    Testing, evaluating, and using information in relation to new and existing processes such as queries and PeopleSoft bundles.

    Computer systems in the areas of student financial aid or accounting such as COD and NSLDS.

    Word processing, spreadsheet and database computer software.

    Ability to:

    Work effectively with students on a one-on-one basis to determine eligibility.

    Communicate effectively with a diverse student population, faculty, staff, outside agencies and the public.

    Work independently and as a team member with minimal supervision.

    Manage a high-volume workload and work under pressure.

    Understand, interpret and apply laws, regulations and program procedures.

    Gather and compile statistical and financial data.

    Develop and present clear and concise oral and written reports.

    Analyze a variety of data and make appropriate recommendations.

    Maintain confidentiality of work-related information and materials.

    Interview, train, and provide work direction to student workers.

    Maintain student confidentiality and protect personally identifying information.

    Explain complex information to students and parents and third parties.

    EMPLOYMENT STANDARDS
    Minimum Qualifications:

    Associate's degree from an accredited college or university.

    And

    Four years of increasingly responsible experience in specialized and complex financial aid services requiring knowledge of federal and state regulations.

    Or

    Bachelor's degree from an accredited college or university.

    And

    Two years of increasingly responsible experience in specialized and complex financial aid services requiring knowledge of federal and state regulations.
