- Bachelor's degree from an accredited college or university in Business Administration, Public Administration, Finance, Accounting or related field; or an Associate's degree from an accredited college or university in Business Administration, Public Administration, Finance, Accounting or related field and four (4) additional years of related experience.
- Five (5) years of experience in contract administration, construction management, or related field.
- Must possess a valid state driver's license and obtain a valid Florida driver's license within thirty (30) days of hire or promotion.
- Performs various contract administration and management functions, which include coordinating and monitoring activities, participating in pre-construction conferences with contractors, verifying evidence of contractor's progress; reviewing audit cost reports and contractor proposals resulting from change orders, negotiating delivery schedule changes, and monitoring contract provisions.
- Monitors compliance with and updates in City, state and federal contract rules and regulations.
- Analyzes contracts and prepares statistical or project reports, including monthly Contract Report and ensures closeout of contracts. Generates and transmits written and oral information on status of projects.
- Prepares, reviews, and monitors purchase orders, expenditures, cash flow and both operating and capital budget for projects in area of assignment.
- Compiles, prepares, and verifies the correctness, completeness, and documentation of final execution sets of contracts, change orders, and work order documents.
- Reviews and makes recommendations on contractor proposals resulting from modification; negotiates delivery schedule changes, monitors compliance with the contract, reviews payment requests and resolves claims and disputes.
- Research grant funding opportunities, plans and develops approaches to write grant proposals, provides technical expertise in complying with grants requirements, and assists in writing grant proposals.
