- Serves as a member of the Spartan One-Stop leadership team to develop and monitor fiscal and personnel policies and procedures, as well as objectives and goals in accordance with the office vision and needs of the staff.
- Directs and manages the budget process to guarantee timely submission of all budget related documents and to accurately project expenditures for upcoming fiscal year.
- Reconciles monthly ledgers for all accounts, verifying the accuracy of all expenses and income, to ensure fiscal compliance.
- Researches, analyzes, and compiles account information to provide expense forecasts and budget management suggestions to the office leadership team.
- Responsible for approval and processing of all office expenditures, including P-Card purchases to assure fiscal responsibility.
- Manages the arrangement and submission of all travel plans and travel reimbursements to maintain budget and adherence to University expectations regarding spending when traveling for University business.
- Facilitates and manages all personnel actions, including reclassification requests, and the hiring process for full-time, end-dated, temporary, on-call and student employees.
- Serves as a member on all search committees to provide advice and support to committee members, scheduling and organizing interviews, preparing interview questions, and checking references, in addition to verifying adherence to employment laws, budget needs, position description accuracy and I-9 compliance.
- Facilitates the disciplinary process in accordance with University policy and applicable union contract to ensure consistency of office policies and to maintain a positive work environment.
- Directs all office renovations to meet staff needs and maintain renovation budget.
- Serve as chief security person for the office and manage office and storage access, as well as office keys.
- Serves on the MAU Business Manager team and will participate in committees, work groups and other duties as assigned at the MAU level. This position will also serve as a back-up to the MAU Administrative Associate II.

Position Summary
Oversees the operational activities of the Spartan One-Stop. Manages and assists in short-term and long-term planning of fiscal and administrative procedures directly related to the management or general business operations of the Spartan One-Stop or its customers; formulates, affects, interprets and/or implements management policies or operating practices and manages physical facilities.
Knowledge equivalent to that which normally would be acquired by completing a four-year college degree program in a business-related field or in a field which corresponds to the particular department of employment; five to eight years of related and progressively more responsible or expansive work experience in office procedures and administration, or in performing responsibilities related to the operational activities of the employing unit; experience in a supervisory role; experience with word processing, database, spreadsheet, presentation software and/or desktop publishing, web page software; or an equivalent combination of education and experience.
Desired Qualifications
Knowledge of MSU Human Resources policies, procedures, and laws; experience working in Human Resources at MSU, including experience with unions and the support staff disciplinary process, experience with MSU hiring and recruitment; knowledge of fiscal policies and procedures and experience working in Spartan Financial Navigator, and experience with forecasting and expense projections; account analyzing and compiling reports for unit leadership; knowledge of travel policies and procedures and experience with travel requests and reimbursements at MSU; strong written and verbal communication skills; demonstrated ability to work with minimal supervision and work well as part of a team; ability to work with unit leadership to promote an inclusive working environment that fosters trust and sharing of ideas for the betterment of all staff.
