- Develops Requests for Quotations (RFQs), Invitations for Bids (IFBs); and Requests for Proposals (RFPs).
- Position is responsible for purchasing tasks such as processing agency purchase requisitions, assisting with request for proposals and contract negotiations.
- Prepares prior authorization documents as needed.
- This requires confirming the accuracy of funding and account codes; verifying appropriate state contracts are used; checking for appropriate documentation required for purchases and is authorized by designated authorities.
- Responsible for ensuring receiving reports are received prior to payment of vouchers.
- Responsible for an agency p-card which includes reconciling monthly statements for purchases and processing payment.
- Undergraduate degree in Accounting, Finance, Business Administration or related field or two years of experience in state government procurement, accounting/auditing work.
- Undergraduate degree in Procurement, Accounting, Finance, Business Administration or related field.
- Strong understanding of state government procurement regulations, policies and procedures.
- Excellent negotiation and communication skills.
- Attention to detail and ability to manage multiple projects simultaneously.
- Certification in procurement (such as CSCP, CIPS, or CPPB)
- State of Kansas Tax Clearance Certificate. The successful applicant (even non-residents) must obtain a valid Kansas Certificate of Tax Clearance by accessing the Kansas Department of Revenue's website within 10 days of the date the applicant has been offered the employment position. A Tax Clearance is a comprehensive tax account review to determine and ensure that an individual's account is compliant with all primary Kansas Tax Laws. A Tax Clearance expires every 90 days.
