    Purpose Statement

    The job of Business Manager is done for the purpose of serving as a technical resource to contracting districts, assisting in coordinating fiscal data processing, responding to district inquiries related to the processing of fiscal information, audit, and compliance, and developing and providing on-site training.

    This position reports to the director, School Financial Services.
    Salary placement is dependent on experience.
    Functions
    • Monitors fund balances of assigned programs and related financial activity for the purpose of ensuring that allocations are accurate, fiscal practices are followed, and revenues are maximized.
    • Maintains (or oversees the maintenance of) a wide variety of fiscal information, files, and records (e.g. accounts payable, accounts receivable, payroll, contracts, etc.) for the purpose of documenting activities, providing written reference, and complying with mandated requirements.
    • Develops and implements reporting procedures and internal controls in accordance with program goals of the individual districts for the purpose of maintaining accurate records and complying with mandated requirements.
    • Processes (or oversees the processing of ) a wide variety of fiscal information (e.g. payables, receivables, payroll, budget adjustments, etc.) for the purpose of updating information and/or authorizing final action.
    • Researches discrepancies of financial and related information and documentation (e.g. purchase orders, invoices, contracts, etc.) for the purpose of ensuring accuracy and compliance with mandated requirements.
    • Analyzes contracts, planning documents, and bids for the purpose of determining feasibility of service within budget parameters, making recommendations, and/or maximizing use of funds.
    • Responds to inquiries (written and verbal) from a variety of ESD, school district, and external sources (e.g. eligible reimbursements, submission requirements, budget preparation, reporting deadlines, etc.) for the purpose of providing information, direction, and appropriate referrals.
    • Prepares (or oversees the preparation of) a wide variety of written materials (e.g. reports, budgets, correspondence, internal audits, etc.) for the purpose of providing written support and conveying information.
    • Researches and communicates issues regarding compliance, reporting deadlines, and general school business office operations to school districts for the purpose of providing information, direction, and appropriate referrals.
    • Recommends policies, procedures, and actions on issues that relate to accounting functions and financial management for the purpose of providing direction and/or decision making.
    • Trains and supervises participating district personnel on procedures, processes, and program requirements for the purpose of providing information and ensuring compliance with policies, procedures, and GAAP.
    • Attends meetings, workshops, and trainings for the purpose of obtaining and gathering information required to perform the functions of a business manager.
    • Assists other personnel as may be required for the purpose of ensuring an efficient and effective team.

Specific knowledge required to satisfactorily perform the functions of the job includes:
    • accounting/bookkeeping principles and budget management,
    • application of pertinent laws, education codes, policies, and regulations,
    • knowledge of or ability to learn state and federal mandates, including grants accounting management,
    • knowledge of or ability to learn GASB, GAAP, and financial statements, and
    • knowledge of personnel processes.
    ABILITY is required to schedule activities, meetings, and events, gather, collate, and classify data, and use job-related equipment. Flexibility is required to work with others in a wide variety of circumstances, analyze data utilizing a variety of complex processes, and operate equipment using a variety of standardized methods.     General Requirements

    Responsibility

    Responsibilities include: working under limited supervision using standardized practices and methods, managing the work of others in a department, and directing the use of budgeted funds within a work unit. Utilization of some resources from other work units is often required to perform the job's functions. There is a continual opportunity to impact the agency's services.

    Working Environment

    The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, pulling, and significant fine finger dexterity. Generally the job requires 80% sitting, 5% walking, and 15% standing. This job is performed in a generally clean and healthy environment.

    Experience

    Job related experience within specialized field is required. Washington state P-12 experience is preferred.

    Education

    Bachelor's degree in accounting or related area required. Significant school district accounting experience may be considered in lieu of degree.

    Valid driver's license, required auto insurance, and reliable personal transportation.
