We are currently seeking skilled and team-oriented applicants for the following position: Child Development Manager – Early Head Start. This is a full-time position.
EWU Head Start Child Development Managers work collaboratively with regional EHS home visitors and managers to ensure the delivery of high quality and comprehensive health and developmental services to approximately 36 – 48 pregnant women, infants and toddlers who live in Ferry, Stevens and Pend Oreille counties of Northeast Washington.
Assure the delivery of high-quality health and developmental services to approximately 36-48 pregnant women, infants, and toddlers that meet federal compliance and program expectations through the provision of support, training, and practice based coaching services to Parent Child Educators and/or Lead Parent Child Educators.
Collaborate with a multi-disciplinary team to develop and implement strategic approaches to addressing complex needs of individual children and their families and support recruitment and outreach across the program.
All work must be completed in compliance with federal, state, local and university statues, regulations, policies and practices to assure consistent, high-quality services for pregnant women, infants and toddlers.
All EHS managers are expected to complete responsibilities in compliance with state and federal regulations, program policies and procedures, and the vision, mission, goals, objectives and values of the organization.

Bachelors' degree required; prefer Early Childhood Education, Health, Development, or related field
A minimum of two (2) years' work experience in early childhood education
Demonstrated ability to train and mentor others
Proven track record of teamwork and ability to give and receive job related feedback
A demonstrated ability to use a trauma informed approach with staff and families
Ability to pass all required checks including: initial health exam, ongoing health screenings and/or exams, and initial and ongoing background checks

Preferred Qualifications
Bachelor's degree OR Master's degree in Early Childhood Education or a related field
Team building and leadership skills

Job Duties
Assure the delivery of high-quality health and developmental services to approximately 36-48 pregnant women, infants and toddlers that meet federal compliance and program expectations through the provision of support, training, and practice based coaching services to Parent Child Educators and/or Lead Parent Child Educators.
Oversee service to prenatal clients including scheduled screenings, assessments, and consultations specifically for prenatal enrollments
Complete newborn home visit for children born into the program
Oversee any children with chronic health conditions and advise program staff on needs for follow up and program accommodation
Guide the planning and implementation of data-informed individualized early learning experiences utilizing program selected curriculum.
Put into practice theories and sound principles of child and adult education that promote Early Head Start child development and child rearing approaches
Embrace the role of the parent as the primary educator of the child and promote and support attachment between parent and child
Review child files, plans, reports and other documentation to assure quality service delivery and regulatory compliance options
Coordinate services for program consultation with the Infant Mental Health Consultant and Registered Dietician
Provide Practice Based Coaching, as defined by the Head Start Performance Standards, to program staff based on the program's policy on Practice Based Coaching.
Lead any program initiatives for group Practice Based Coaching.Percent of Time: 60
Analyze developmental screening and assessment data and guide the use of the data by Parent Child Educators (PCEs). Direct PCEs when to refer for further evaluation or services. Refer PCEs to contractors for additional resources and expertise as needed. Assist the program in compiling aggregate school readiness data for quality improvement.
Assure staff perform or obtain linguistically and age-appropriate screenings to identify concerns regarding a child's developmental, sensory (visual and auditory), behavioral, motor, language, social, cognitive, perceptual and emotional skills that are (to the greatest extent possible, sensitive to the child's cultural background.
Monitor social-emotional and mental health screenings for infants, toddlers, pregnant women and parents and oversee planning to assure appropriate and timely referrals occur and to track the follow-up of necessary services.
Guide staff to use the findings from developmental screenings and ongoing assessments to address identified needs and assure prompt referral to the local early intervention agency when an enrolled infant or toddler has a suspected disabilityRecord disabilities data from evaluations IFSPs and document in Child Plus
Follow up on 90 day on health reviews
Assist with the planning and provision of services specified in IFSPs for children with disabilities including transition planning
Percent of Time: 30
Collaborate with a multi-disciplinary team to develop and implement strategic approaches to addressing complex needs of individual children and their families and support recruitment and outreach across the program.
Attend multi-disciplinary team meetings and advise Parent Child Educators on best practices for children and familiesSupport community wide outreach and recruit eligible program participants
Accompany PCEs on HV as needed to monitor the quality of services and to provide content/managerial expertise
Complete applications with families and 1-2 enrollment home visits
Participate effectively and deliberately in all program meetings including training, staffing, presentations, and community outreach

Conditions Of Employment
This position, during the course of university employment will be involved in the receipt of, or accountability for, university funds or other items of value, as well as the unsupervised access with the developmentally disabled, vulnerable adults or children under the age of 16.
Position requires use of a personal vehicle when performing job duties; proof of insurance and a valid driver's license are required for this position; mileage for use of personal vehicle for completion of job duties will be reimbursed at the approved state rates.
Position requires travel on roads in Colville area and will have occasional travel to Ferry, Pend Oreille and Spokane counties in all seasons.

Pass all Background Checks as required by 45 CFR Part , including state criminal history records fingerprint checks (prior to hire), sex offender registry check (prior to hire), FBI criminal history register finger print check ( within 90 days of hire) and child abuse and neglect state registry check (within 90 days of hire).
Employee must also pass all 4 criminal background checks at least every five years.Applicants must be authorized to work for ANY employer in the U.S. We are unable to sponsor or take over sponsorship of an employment Visa currently. Sponsorship is not available for this position at this time.
All new employees must comply with EWU Immunization Policy and provide proof of immunity or vaccination to MMR before beginning work at EWU.

Salary Information
The salary for this position is $60,301 (minimum) up to $64,798. Where the hired candidate will begin within this range is dependent on qualifications, education, experience, and skills.
