The Department of Medicine has an outstanding opportunity for a full-time Staff Human Resources Manager within a shared-services human resources model.
The Department of Medicine is the largest department in the School of Medicine with over 3900 staff, faculty, trainees and students and an annual budget of approximately $600,000,000 consisting of patient care revenue, sponsored research funds, endowments and gifts, state funds and affiliated hospital funding associated with the academic programs within the department.
Allergy and Infectious Diseases; Cardiology; Gastroenterology; General Internal Medicine; Gerontology & Geriatric Medicine; Hematology-Oncology; Medical Genetics; Metabolism, Endocrinology and Nutrition; Nephrology; Pulmonary, Critical Care and Sleep Medicine; and Rheumatology.
These divisions occupy space at multiple sites including University of Washington Medical Centers (UWMC-Montlake and UWMC-Northwest), Harborview Medical Center (HMC), Veterans Administration Puget Sound Health Care System (VAPSHCS), Bloodworks NW, Fred Hutch, and other locations in the Seattle area.
This position independently manages and oversees all aspects of staff HR operations for a portfolio of divisions within the Department of Medicine, which collectively represent large and complex organizations with faculty, fellows, and staff involved in clinical care, research, and teaching across multiple sites.
Operating within a shared-services framework, this role has substantial responsibility for exercising discretion and independent judgment in effecting and executing staff personnel functions; such as, recruitment and hiring, employee relations, compensation, and staff development.
The role involves the ability to orchestrate high volumes of operational activities, understand the complexity and diversity of key knowledge areas, and apply expert judgement and decision making.
This role requires significant organization, problem-solving, and communication skills with frequent and substantive interactions within and outside the Department and assigned divisions.
The incumbent applies expert knowledge of recruitment, compensation, performance management, leave administration, and employee relations, and interprets and advises on University, state, and federal employment laws and policies to ensure compliance across all supported divisions.
This position will not only take great care to ensure that human resource operations are managed in a manner that is reflective of the University of Washington's integrity and sense of responsibility, but will work to set the standard of excellence in this area, all while helping to establish and sustain best-in-class shared HR service delivery across the Department.
Recruitment, Onboarding & Engagement (30%)
Deliver end-to-end recruitment services for a shared-services portfolio of divisions, including temporary and regular professional and classified staff, graduate students, and student assistants.
Partner with hiring managers to understand objectives, assess hiring needs, create recruitment strategies, and manage searches through the recruitment life cycle.
Provide standardized guidance on job description development, recruitment requests, and hiring processes, while accounting for divisional nuances.Consult with faculty to determine program management needs and supervisory reporting structure within their programs.
Provide subject-matter expertise on UW hiring best practices, equity considerations, and compliance requirements.
Manage onboarding and offboarding processes and associated Workday actions for supported divisions; advise on access to UW systems and conduct exit interviews.
Educate managers on current policy and practice information for successful onboarding.Direct and manage staff performance evaluation process and ensure compliance with UW HR and Departmental processes.
Guide managers on best practices in conducting performance evaluations.
Facilitate and provide resources for employee professional development options.
Ensure divisional activities comply with departmental, School of Medicine, University, state, and federal regulations (FLSA, ADA, Washington State law).
Compensation Management (30%)
Review and recommend compensation for new hires and compensation changes across assigned divisions, ensuring internal equity and alignment with UW frameworks.
Advise managers on job description updates and oversee position review requests, ensuring consistency and equity across divisions.
Educate managers on compensation actions, processes, and justification requirements.
Oversee and initiate various Workday compensation actions (i.e. TPI/TSI, one-time payments, in-grades, etc.).
Review and process FTE requests in alignment with departmental standards.
Employee Relations & Workforce Support (25%)
Coach and advise managers and supervisors on organizational effectiveness, performance management, corrective action, and equitable employment practices; provide guidance on communicating difficult or sensitive information to employees.
In partnership with Department of Medicine HR, oversee and coordinate layoffs and/or furloughs for review and approval by Campus HR.
Serve as the primary HR liaison for assigned divisions, working closely with UW HR Employment (Employment Specialists and HR Consultants), Department of Medicine HR, and Campus HR Operations on a full spectrum of employee relations matters.
Maintain professional working relationships with key campus partners, including the Office of the Attorney General, Disability Services Office, and the University Complaint Investigation and Resolution Office (UCIRO).
Act as the division's first point of contact for employee relations concerns; assess situations, interpret policy, and provide recommendations to divisional and departmental leadership regarding complaint resolution, conflict management, and corrective action.
Manage leave and accommodation matters within the Division, ensuring compliance, and partner with Central HR Leave Specialists and the Department of Medicine on complex leaves.
Counsel staff on effective use of paid and unpaid leave during extended absences, including FMLA and parental leave.Educate managers and employees on FMLA, paid leave, and institutional leave policies.
Partner with Division payroll specialist on Workday leave time management reporting for FMLA tracking, record keeping, and required communications for staff taking extended FMLA leave.
HR Development & Special Initiatives (15%)Develop, implement, and maintain standardized HR processes, tools, and documentation that support shared-services delivery.
Lead or contribute to departmental HR initiatives and strategic projects related to shared-services optimization.
Participate regularly in professional activities to keep abreast of changes and new developments in Human Resources College and University Professional Associations (CUPA- HR) and Society for Human Resource Management (SHRM).
Engage in continuous process improvement to identify and implement efficiencies and develop resources for staff HR teamAdditional duties as assigned.
Minimum Requirements
Bachelor's Degree in Human Resources, Business Administration, Administrative Management or a related field and a minimum of 3 years of experience with progressive responsibility in human resources or related field at a diverse, complex, multi-faceted organization.
Additional Requirements
Demonstrated thorough knowledge of HR policies, procedures, principles, and practices. Personnel and salary administration, recruitment techniques and management.
Solutions-oriented, demonstrating strong initiative and follow-through. A flexible and open mindset is essential.
Ability to thrive and prioritize while working with a high volume of work, concurrent projects and critical, time sensitive deadlines with consistent accuracy and attention to detail.
Ability to exercise high degree of judgment and handle confidential information with tact, discretion, and diplomacy, and to maintain strict confidentiality.
Excellent written and verbal communication skills, and proven organizational and interpersonal skills; ability to maintain a calm demeanor under pressure and communicate effectively at all levels within an organization.
Proficiency with Microsoft Office Suite (Microsoft Word, Excel, Outlook and PowerPoint) and other web-based programs. Willingness and ability to learn how to use proprietary software products.Desired Qualifications
Certification as a Professional in Human Resources (PHR) or Society for Human Resources Management Certified Professional (SHRM-CP).
Working Conditions
This is a hybrid position with 3-days in-office and 2-days remote.
Heavy workload and consistent, competing deadlines require that the candidate interface well with other managers, staff and faculty in a collaborative and team-oriented manner.
