    Summary



    THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

    This National Guard position is for a GS PROGRAM MANAGER (JOINT RESILIENCY DIRECTOR) (TITLE 32), PD #D in and is part of the MO Command Admin Office.

    APPOINTMENT FACTORS: This is a Permanent Excepted Service position. This is a non-bargaining position.

    This position is also advertised to Army National Guard members on Announcement #MO AR



    Duties

    • Advises the Adjutant General (TAG) on all matters pertaining to management, distribution, utilization, development, and support while being the focal point, responsible for planning, overseeing, and directing the activities of state or district programs which include Wellness and Violence Prevention, Yellow Ribbon, ESGR, Resourcing & Outreach, Religious support, and Behavioral Health, Children & Youth, Youth Challenge, and Family Programs.
    • Plans the work accomplished by subordinate divisions and branches, sets, and adjusts short-term priorities, prepares schedules based on consideration of monitors, communicates, and coordinates specific program functions to ensure compliance of all regulatory, and budgetary constraints for any potential adverse impact, and coordinates while communicating with the Judge Advocate Office on potential legal consequences.
    • Coordinates policies, plans, programs, and requirements at the senior leadership levels within the state or district, and The Adjutant General's Office. This position may be required to serve on a broad range of committees and boards which formulate recommendations on policy, resource allocation, and future planning, and provides feedback to senior leadership.
    • Ensures that all regulatory reporting requirements are accomplished within the required timeline, provides documentation for any requirements not met with a follow-on plan of resolving any unmet requirements.
    • Responsible for the welfare and morale of the directorate, and enforces the cultural standards on conduct, performance, and discipline for assigned personnel.
    • Creates a healthy climate where members are treated with dignity, respect, and inclusion; and where harassment, assault, or unlawful discrimination of any kind is not tolerated.
    • Supports the professional and personal development of subordinates, strengthening their physical mental, social and spiritual resiliency in an effort to build a well-rounded work force.
    • Professional development includes formal mentoring, professional military education, academic opportunities, and other broadening opportunities.
    • Exercises supervisory personnel management responsibilities.
    • Initiates action to correct performance or conduct problems.
    • Represents the Adjutant General and Joint Resiliency Directorate on a variety of state and National Guard functional area organizations.
    • Establishes, develops, and maintains effective working relationships with all serviced organizations and all senior staff members within the state.
    • Participates in special projects and human capital initiatives and performs special assignments.
    • Identifies the need for special projects and initiates milestones and goals. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses.
    • Researches and determines or recommends appropriate actions or interpretation of manpower/personnel issues that impact units, organizations, or commands.
