    Summary



    This position is located in the Human Resources (OHR), Labor and Employee Relations Branch (LER), under leadership of the Branch Manager. The Branch Manager leads the staff in using a client-centric, data-driven, and solutions focused approach to managing the day-to-day activities. The LER Branch is responsible for carrying out an effective labor-management and employee relations program for the Smithsonian.



    Duties


    The primary purpose of this position is to serve as a technical expert on the agency's LER programs and issues, which include employee relations, performance, conduct and discipline, Collective Bargaining Agreement (CBA) enforcement and compliance, as well as negotiation.

    In this position, you will perform the following duties:

    • Use your knowledge and experience to optimize business results and the customer experience in the Labor Relations framework.
    • Conducts complex analyses of LER programs to develop management's position in connection with ground rules, basic, midterm, impact and implementation, and renegotiation in the bargaining processes.
    • Researches and responds to union information requests, and employee and union grievances; identify and propose solutions.
    • Performs a full range of employee relations issues/actions to include adverse, disciplinary, and performance-based actions; work involves highly complicated, high-profile employee relations assignments including disciplinary/performance based actions; provides advice and counsel on employee relations.
    • Analyze, explain, propose, and defend the relative merits of available options; and anticipate top management's reactions and explain technically complex matters in understandable terms; coordinates with the Office of General Counsel on complex employee relations cases.
    • Ensures that adverse and disciplinary actions are carried out timely, in accordance with the applicable CBA &/or Smithsonian Directives, with the objectives of reducing risk to SI while balancing the expectations of top management.
