    Position Description We are seeking a highly skilled and experienced Technical Lead to provide oversight and lead the overall technical solution delivery of RevHub, our next generation tax software in partnership with our strategic vendor partner.

    The Lead will craft the vision for execution by the technology work streams including all facets from product solution structure & design, cloud infrastructure, integration, data management, development, quality assurance, and deployment.

    This role has a breadth of knowledge across the technical landscape encompassing software product development as well as operations.

    The Technical Lead will be responsible for providing technical leadership, guidance, and expertise throughout all phases of the program, from planning and design to implementation and maintenance.

    The Technical Lead will exhibit a mix of technical and business acumen, driving architectural and design decisions in concert with agency and vendor teams to ensure the development, testing, implementation, and operability of cloud-native tax software product being delivered by a strategic partner.

    The Technical Lead will be accountable for the quality and delivery of all technical deliverables as a part of providing engineering leadership across the program's technical work streams.

    Collaborate with vendor partners and ADOR IT teams to shape the technical architecture, design patterns, and best practices for the RevHub tax software implementation in Amazon AWS.

    Work closely with internal stakeholders, including business leaders, developers, testers, and operations teams, to ensure seamless integration and deployment of the RevHub tax software solution.

    Coordinate with security architect and CISO to ensure security and compliance requirements are robustly defined and embedded in design, development, testing and implementation.

    Serve as a subject matter expert on Amazon AWS services, SDLC methodologies and tool chains, the technical stack on which the tax product is being built, and emerging technologies relevant to the program.


    Quality Assurance:

    Establish testing and quality assurance processes and standards to ensure the reliability, scalability, security, and operability of the tax software solution.

    Drive continuous improvement initiatives to enhance program efficiency as well as ensuring that non-functional product requirements (software scalability, performance, security, testability, observability, operability, etc.) are identified, defined, documented, and embedded into the product.

    Drive rapid adoption and embedding of automation and DevSecOps practices in the SDLC by the engineering and product teams with a focus on high levels of CI/CD automation.

    Develop and maintain software architecture technical specifications, architecture artifacts, technical designs and guide software development in conformance with architecture specifications and guidelines established as a part of the solution architecture.

    Assist leadership, consulting teams, and project management teams to understand and deploy the software solutions, through technical briefings and on-site meetings.

    Proven experience (8+ years) leading large-scale IT programs or software product development initiatives.

    Hands-on experience with Amazon Web Services (AWS), including but not limited to EC2, S3, Lambda, RDS, IAM, and VPC.

    Strong understanding of software development methodologies, such as Agile, Scrum, and DevOps practices.
    Demonstrated expertise in software architecture, software engineering, data engineering, and system integration techniques.
    Education Required Bachelor's or Master's degree in Computer Science, Information Technology, or a related field.
