    Job DescriptionEDUCATION and/or EXPERIENCEBachelor's degree in Engineering, Project Management, Construction Management, Business Administration, or related field.

    Three to four years of progressively responsible experience in managing/delivering capital projects, developing scope definitions, schedules and budgets for capital projects, preparing annual and long range capital improvement programs and monitoring and controlling project budgets and schedules.

    Experience with planning and delivering capital projects in one or more transit business areas is highly desirable. Must have well developed verbal, written, negotiating, administrative, analytical, problem solving and planning skills.

    Must be proficient in use of client-server enterprise resource planning (ERP) and enterprise asset management (EAM) systems, project management systems, and PC-based database and spreadsheet applications.

    Experience using Primavera P6 Project Management and Primavera Contract Manager (Expedition) preferred. Certification as a PMP (Project Management Professional) is preferred. Directly related work experience may substitute on a year-for-year basis in-lieu of educational requirement.

    SUMMARYAssist in the initial project planning activities to define the scope, schedule and estimated budget for potential Capital Improvement Program (CIP) projects in assigned business areas.

    Provides support to Assistant General Managers, Directors and project owners in preparing call for project packages for evaluation of proposed projects for programming into the CIP.

    Proactively monitors project risks and resource allocation of proposed projects and assigns risk ratings for programming into the CIP. Proactively facilitates issue resolution and prepares risk mitigation strategies for CIP projects.

    Assists executive management, project sponsors, CIP Delivery Committee and project managers with analyzing the impact of potential budget transfer requests between projects.

    ESSENTIAL DUTIES AND RESPONSIBILITIESPrepares Risk Analysis, initial risk ratings, feasibility studies and cost benefit analysis in conjunction with project owner for potential CIP projects in assigned business areas including a detailed scope definition, high-level project schedule and initial project budget estimate; these activities include preparation of initial project checklists and project origination documents for all potential CIP projects.

    Prepares and maintains a detail budget for all phases of the project from planning, expansion, maintenance and renovation. Prepares estimates for all assocated costs for capital projects.

    Leads preparation, in conjunction with project owner, of project charter baseline documents and other required documentation for the annual call for projects process for all proposed projects in the assigned business areas.

    Provides staff support as required to CIP Delivery Committee, Executive Management Team, General Manager and MARTA Board as it pertains to projects in assigned business areas during the review of the proposed CIP, making necessary adjustments to the draft CIP to reflect review comments.

    Monitors performance of assigned projects against approved scope, schedule and budget.

    Monitors issues and risks on assigned projects, escalating items to the project owner and project sponsor where appropriate and working with the project sponsor, project owner and project manager to develop, implement and monitor required corrective action plans.

    Ensures coordination takes place between project managers and project teams as required for cross-project dependencies on assigned projectsAssists project sponsor risks analysis and preparation of a risk register and reports.

    Makes recommendations on potential risk impact and mitigation strategies for Sponsors.
    Performs other related duties as assigned.
