Position Summary:
HHA seeks an experienced and detail-oriented Corporate Purchasing Manager (Purchasing Agent) to lead and administer the company's centralized procurement function across its real estate development, property management, construction management, and corporate operations platform. As a key member of the Finance & Accounting (F&A) team, the Corporate Purchasing Manager will be responsible for procurement strategy, vendor qualification and compliance, competitive sourcing, contract coordination, cost containment, internal controls enforcement, and purchasing systems oversight. This role ensures disciplined financial stewardship, budget adherence, and risk mitigation while supporting operational efficiency and capital project execution.
Key Responsibilities:
· Procurement Strategy & Competitive Sourcing: Develop and administer standardized purchasing procedures. Manage competitive bidding (RFP/RFQ) processes for goods and services across corporate and project platforms.
· Vendor Qualification & Compliance Oversight: Maintain an approved vendor database ensuring proper documentation including W-9s, certificates of insurance (COIs), licensing, and contractual agreements.
· Financial Controls & Budget Alignment: Ensure all purchases align with approved operating and capital budgets. Enforce purchase order controls and delegated authority thresholds.
· Construction & Development Support: Collaborate with Construction Management and development teams to support material procurement planning and subcontractor bid evaluation.
· Business Unit Support: Collaborate with and support Executive Management, Portfolio Management and Administrative Services with procurement planning and acquisition.
· Cost Management & Analysis: Analyze purchasing trends and identify cost savings opportunities. Prepare procurement activity reports for CFO review.
· Contract Coordination & Negotiation Support: Assist in negotiating pricing structures and vendor terms to optimize cost and risk exposure.
· Systems & Process Management: Administer purchasing modules within ERP/accounting systems and ensure proper electronic document retention.
· Risk Mitigation & Internal Audit Support: Maintain procurement documentation and support audit processes.
Required Qualifications & Experience:
· Bachelor's degree in business administration, Finance, Supply Chain Management, Construction Management, or related field.
· Minimum of 5+ years of procurement experience in commercial real estate, construction, or property management.
· Demonstrated experience administering competitive bid processes and vendor negotiations.
· Strong understanding of purchasing controls and contract fundamentals.
· Experience working within ERP/accounting systems and advanced proficiency in Microsoft Excel.
· Proficient with Yardi Voyager 8 and Yardi Construction Manager.
