    Summary

    This position is a Wildlife Refuge Manager, GS /13 working in Willows, California for the R8-Sacramento National Wildlife Refuge Complex.

    Duties

    As a Wildlife Refuge Manager you will be responsible for the administration, management and technical leadership of a number of national wildlife refuges and other lands covering a large geographical area. Your duties will include but are not limited to the following:

  • Formulates comprehensive conservation plans for the Complex, including recreation management, wildlife and habitat management, wetlands and water management, fire management, conservation easement acquisition, private lands technical assistance, and disease prevention and control.
  • Directs various operations in the maintenance of buildings, grounds, and equipment, and for planning operations in the construction and rehabilitation of buildings, roads, dams, bridges, dikes, levees, fences, recreational areas, and other physical refuge features.
  • Develops refuge policy and coordinates technical activities of the refuge programs with numerous Federal, State, and local government agencies, representatives of special interest groups (international, national, regional, and local) and, as appropriate, members of Congress and State Legislators.
  • Manages general operations associated with fire fighting (prevention and suppression), and economic and public land use.
  • Conducts administrative operations that involve short-, medium-, and long-range planning associated with all refuge activities, fiscal requirements, personnel and property management, records management, public relations, and technical assistance to local, State and other Federal agencies.
  • Oversees, administers, and ensures the development of required National Environmental Policy Act (NEPA) documentation including Environmental Assessments (EAs), Environmental Impact Statements (EISs), Findings of No Significant Impact (FONSIs),Categorical Exclusions (CEs), Endangered Species Act (ESA) Section 7 consultations, archeological resource clearances, wilderness minimum requirement decisions, subsistence evaluations, etc.
  • Represents the Service as a refuge management expert with elected and appointed Federal, state and local government officials and employees, the media, local and national level environmental and conservation groups, members of academia, Tribal representatives, corporate partners, and the general public on issues affecting natural resource management in the geographic area.
  • Oversees and administers the Complex's Visitor Services program with emphasis on the six priority public uses, to include wildland recreation (., hunting, fishing, wildlife observation, wildlife photography) and outreach and education programs (., environmental education and interpretation) for a variety of audiences.
  • Supervises a multifaceted team of professional, technical, analytical and administrative support staff, to include, but not limited to, planning work to be accomplished by subordinates, setting and adjusting short-term priorities, and preparing schedules for completion of work; assigns work to subordinates; evaluates work performance of subordinates; gives advice, counsel, or instruction to employees on both work and administrative matters; interviews candidates for positions in the unit; hears and resolves complaints from employees; effects minor disciplinary measures, such as warnings and reprimands; identifies developmental and training needs of employees, etc.
  • Physical Demands - The work requires some physical exertion such as walking over wet, rough, uneven, or marshy surfaces; bending, crouching, stooping, stretching, reaching, or similar activities; and recurring lifting of moderately heavy items weighing up to 50 pounds.
