    CACI is seeking a Project Manager who shall provide support services in federal spectrum transition and relocation, with a deep understanding of the laws, policies and processes for relocating Law Enforcement mission critical radio assets effected by federal spectrum auctions.

    In addition, the contractor shall be familiar with the internal processes and policies for acquiring radio and video surveillance systems, support the engineering project financial tracking and reporting, assist in the development of radio and video system equipment requirements, and act as liaison with other Federal agencies, specifically the NTIA, the FCC, Office of Management and Budget (OMB), and other federal law enforcement at Lorton, VA.


    What You'll Get to Do:

    • Assist the program manager in developing alternatives to mitigate risk, meet financial objectives and meet designated transition deadlines and milestones;
    • Develop and assist in implementation of Department-wide spectrum transition planning efforts in a consolidated and cohesive approach;
    • Monitor and engage with Department and component programs leads to coordinate, consolidate, and effectively address mandated spectrum releases needed to facilitate compliant migration from auctioned spectrum;
    • Assist with coordination with external agencies prior to and during spectrum exits to provide a coordinated and effective transition of operations while minimizing impacts to critical law enforcement video surveillance operations;
    • Support with resource planning and monitor contractual project cost, schedules, and staffing to advance the designated portfolios;
    • Support Government personnel with proposed acquisitions or initiatives for development of the AWS spend plan, provide technical writing and editing;
    • Supports clerical and physical tasks in connection with shipping goods of the establishment in which employed and receiving incoming shipments/deliveries;

    More About The Role:

    • Should have knowledge of methods to address the complexities of migrating wireless technologies, and the ability to work within the strict operational, budget, and schedule constraints associated with federal spectrum transitions.
    • Experience assisting with utilizing common federal procurement vehicles to secure equipment, technologies, and deployment services.
    • Familiar with the covert video surveillance vendor community which specializes in federal law enforcement support and is comprised of a handful of small, specialized equipment providers.
    • Deep understanding of federal procurement vehicles, the capabilities and limitations of the vendor community, and federal procurement processes.
    • Capable of providing assistance with the financial and project tracking required over the life of the radio spectrum relocation, including directly supporting the development of required Congressional, OMB, and NTIA reporting requirements.

    You'll Bring These Qualifications:

    • Obtain DHS clearance.
    • Develops requirements from a project's inception to its conclusion for a particular IT subject matter Wireless and Network Engineering (i.e., simple to complexsystems).
    • Assists other project members with analysis and evaluation and with the preparation of recommendations for system improvements, optimization,development, and/or maintenance efforts in the following specialties: information systems architecture; networking; telecommunications; automation; communications protocols; risk management/electronic analysis; software; life-cycle management; software development methodologies; modeling and simulation; disaster recovery; and requirements management.
