    Job Details:
    This position is in the process of being converted to a Systems Control Utilities Dispatcher.

    Responsible and specialized crew dispatch and tracking function work utilizing complex computer applications such as Customer Information Systems (CIS), Outage Management Systems (OMS), Mapping/Geographic Information Systems (GIS), Crew and Asset Management Systems (CAMS), and Trunked Radio Systems (TRS) to resolve problems.

    It requires knowledge, judgment, and application of utilities operations principles to evaluate, communicate, and assist in emergency trouble calls and restoration efforts of utilities services while maintaining utility information and records.

    Positions allocated to this classification report to a designated supervisor and work under general supervision with additional oversight and direction from the Distribution Systems Operator (DSO).


    Work in this class is distinguished from higher classes by its limited scope of utilities systems operational responsibilities and lack of managerial responsibility and from lower classes by its required technical expertise, understanding of Electric, Gas, Water/Wastewater, and Telecommunication systems, coordinating utilities emergency response as needed with homeowners, business owners, landlords, property management companies, developers and contractors and advanced training on complex computer systems.

    Weekly schedule will require attendance during business hours Monday through Friday.

    A current, seven (7) year criminal history background check is required.

    Candidate must obtain a Gas OQ qualification within six months of hire date.

    SUMMARY


    This is responsible and specialized customer service work involving computerized maintenance of utility records and coordinating connection and delivery of service to utility customers including developers and contractors.

    Positions allocated to this classification report to a designated supervisor and work under general supervision.

    Work in this class is distinguished from higher classes by its lack of managerial responsibility and from lower classes by its emphasis on coordinating utility service connections/disconnections and emergency response as needed with homeowners, business owners, landlords, property management companies, developers and contractors.

    ESSENTIAL JOB FUNCTIONS
    Receives customer service inquiry and complaint calls. Expedites or researches to expedite customer service needs.

    Tracks, monitors and coordinates the flow of work orders and work order packets, equipment and inspections.

    Maintains computerized records and provides various automated reports.

    Sets up billing programs for utility users. Sets up billing account formats for residential and commercial users.

    Coordinates or may dispatch field crews for the temporary or permanent, connection or disconnection of utility service.

    Coordinates or may dispatch field crews for emergency response calls as needed.

    Coordinates or may dispatch field crews for normal and emergency underground facility locates.

    Writes service and repair work orders.


    Operates computer data processing equipment, including personal computer, on-line customer billing system, network printer, radio base station and microfiche reader.

    Maintains computerized and hard copy files.

    Monitors radio base station for divisional dispatching and assistance to utility crews and technicians.

    May direct work of other clerical staff.

    May act as timekeeper and process paperwork and reports associated with this function.

    May enter purchase requisitions into automated system and processes associated purchase orders and invoices.

    Attends work on continuous and regular basis.

    QUALIFICATIONS
    To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.


    EDUCATION AND EXPERIENCE


    Graduation from high school or possession of an acceptable equivalency diploma and two (2) years responsible experience in customer service, utility construction or data processing.

    One year of college course work in a technical, construction, or computer software field may be substituted for one year of the required experience, or an equivalent combination of training and experience which provides the required knowledge, ability, and skills.

    Valid Driver License required upon appointment. Valid Florida Driver License required within 30 days of appointment.

    KNOWLEDGE, SKILLS AND ABILITIES

    Knowledge of City Departments, their functions and service areas.

    Knowledge of basic technical and construction terminology.

    Knowledge of phases of new construction.

    Good organizational skills

    Ability to use computerized spreadsheets, word-processing and data manipulation software.

    Ability to perform multiple tasks.

    Ability to keep records and prepare reports.

    Ability to read plans and blueprints.

    Ability to communicate effectively, both orally and in writing.

    Ability to work effectively with coworkers, contractors, developers and the general public.
