    Tigard's Economic Development Manager is responsible for a diverse portfolio of economic development and community building initiatives that engage residents, business owners, entrepreneurs, and community partners.

    Partnership building is a cornerstone of success in Tigard's economic development program.

    Additionally, skill in effective program creation is as important as impactful program delivery.

    The next leader of Tigard's economic development team will continue a tradition of innovation in economic development focused on creating a more equitable economy, economic mobility, and growing a green economy through carbon responsible community development.

    Seven innovative economic development programs show the range and scope of economic development in Tigard:


    • The Tigard Impact Fund - a revolving loan fund for Tigard businesses.
    • The Opportunity Café and Launch Pod Business Incubators - nationally recognized business incubators that support local entrepreneurs.
    • Advance Tigard Workforce Training - an incumbent employee workforce development program.
    • Green Trades Workforce Development - a new workforce development program focused on growing the local green workforce and economy.
    • Enterprise Zone - property tax abatement program encouraging job growth and capital investment of manufacturers.
    • Vertical Housing Development Zone - property tax abatement program encouraging high density mixed use development.
    • Business Support Ecosystem - support emerging, underserved, and existing business owners and entrepreneurs through an ecosystem of partners including MESO, IRCO, Livelihood NW, OAME, SBDC, LatinoBuilt, Craft3, Business Impact NW, and others.


    Tigard's Economic Development Manager creates and delivers programs like these through an understanding of economic impacts, partnership building within City Hall and within the community, and an innovative mindset that always works to improve results.

    This approach also applies to Community Development initiatives like carbon responsible community development and the creation of a department wide strategic plan.


    As a key member of the 30-person Community Development Department, the Economic Development Manager works as part of a team of eight supervisors to advance the department's strategic initiatives, create a culture of belonging, inspire innovation, and set an example of leadership in the department.


    Typical responsibilities include:

    • Plan, manage, and oversee the daily functions, operations, and activities of the Economic Development Division in coordination with the Community Development Director, Redevelopment Project Manager, and other staff.
    • Support a downtown revitalization program that works to strengthen tenancies, retail diversity, startup opportunities and follows the Oregon Main Street approach. Downtown development is done in close collaboration with partners like the Tigard Downtown Alliance, the Chamber of Commerce, individual business, and property owners.
    • Manages and participates in the development and implementation of goals, objectives, policies, priorities, and programs for the division; recommends, within departmental policy, appropriate service and staffing levels; recommends and administers policies and procedures.
    • Provides staff assistance to the Director on assignments related to the city's economic opportunities; develops and reviews staff reports related to economic development activities, projects, and services; presents reports to the City Council, commissions, committees, and boards; performs a variety of public relations and outreach work related to assigned activities.
    • Creates and manages, economic development programs and division budgets including, but not limited to, existing projects like the Tigard Impact Fund, Business Support Scholarships, workforce initiatives, the Tigard Launch Pod business incubator and the Tigard Opportunity Café business incubator.
    • Presents economic development programs, partnerships and policy recommendations to Tigard's City Council, other policy makers, and other partners as needed.

    Education and Experience:
    Any combination of training and experience, which would provide the required knowledge, skills, and abilities is qualifying.

    A typical way to obtain the required qualifications would be:


    • Equivalent to graduation from a four-year college or university with major coursework in public or business administration, economics, or a related field; AND
    • Five (5) years of increasingly responsible experience in local or regional economic development, including experience with redevelopment and revitalization programs; and
    • Two (2) years of supervisory experience; or any equivalent combination of experience and training.

    Union Representation:
    This position is not represented by a union.

    Schedule: 40 hours per week. Tigard is a progressive employer with a 4-day work (Monday-Thursday) week.

    Work schedule includes a combination of office and off-site meetings (some evenings) There is an opportunity for remote work up to 50% of the time.

    Compensation:

    The annual range for this exempt position is $96,055.31-$126,769.54 The starting pay assignment, based on an analysis of the successful candidate's related experience and education in accordance with the city's pay equity policy and the Oregon Equal Pay Act, would be no higher than $114,092.58 annually allowing room for future increases to the pay ceiling.

    Classification Notes:


    Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit and inspect meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone.

    This is primarily a sedentary office classification, although the job involves standing in work areas and walking between work areas may be required.

    Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, typewriter keyboard, or calculator and to operate standard office equipment.

    Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information.

    Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.
