    Job Description

    Job Summary:


    Reporting directly to the Dean of the School of Business, Economics and Technology, and under the general direction of the Executive Leadership of the University, the Director for Rural Economic Development will plan, organize and implement economic development functions and strategies from conception to completion.

    The Director will perform a variety of responsible administrative, professional, and technical tasks including strategic planning for redevelopment and future development.

    The Director will interface and coordinate with development community, local businesses and various Economic Development Organizations.
    General


    Responsibilities:


    Under the direction of the Executive Leadership of the University, and the direct supervision of the Dean for the SBET, the Director will implement the economic development goals and objectives for Central and Eastern Kentucky.

    Specific


    Responsibilities:

    • Plan, organize and implement economic development functions and strategies from conception to completion.
    • Lead strategic planning efforts for all services and activities of economic development. Implement economic development goals and objectives, as well as coordinate with developers and local businesses.
    • Maintain focus on business development, redevelopment, key project management, development negotiations, creating local and regional economic partnerships, economic marketing and branding, economic data analysis, and fostering diverse economic and employment growth within the community.
    • Implement projects to achieve the strategic goals including the development of medium- and long-range plans for marketing and branding of the institute.
    • Participate in and direct the collection, interpretation, and analysis of market and community data that help identify trends and potential issues; react to and support political realities, legislative changes, and the social and economic impacts of existing and proposed policies; develop goals and policies, utilizing strategic considerations; and coordinate activities with other Community departments.
    • Represent Campbellsville University on selected boards and committees, making presentations to key stakeholders, commissions, civic groups, and the general public on economic development issues.
    • Coordinate and develop proposals; conduct site tours and provide information materials; create public/private partnerships to enhance economic development; maintain communication and work closely with a variety of local, regional, state, and federal agencies to bring economic development to the region.
    • Serve as a resource for the public, including the development community, property owners, businesses, community organizations, and the general public; negotiate and resolve significant and controversial issues; respond to and resolve difficult and sensitive citizen inquiries and complaints.
    Two courses per fiscal year.
    Budget Administration


    Develop and manage budget and staff and provide guidance and direction regarding administrative duties.


    Demonstrate ability to plan strategically and analyze effectively with budgeting, financial, and business acumen.


    Partner with the Senior Leadership team and their administrative departments to meet Academic and University.
    Broader University Involvement


    Collaborate with Campbellsville University Faculty, Deans, and Executive Leadership to create innovative training programs and learning experiences for the Community.


    Serve on University committees as assigned.


    Serve as an advocate in the community building relationships with civic leadership, religious organizations, business and corporate partnerships, and other leaders.


    Treat members of the campus community with fairness, dignity, and respect - seeking a spirit of unity and harmony to achieve a common mission.


    Fulfill other duties as assigned by the Dean and Executive Leadership

    Qualifications:


    The successful candidate will possess a depth of experience in rural economic development and knowledge of management methods and techniques to analyze programs, policies and operational needs.

    Additionally, knowledge of operational characteristics, services and activities of an economic development program, marketing analysis and development, contract development, public administration and government operations, and pertinent Federal, state and local laws, codes and regulations is expected.

    The candidate will have a broad understanding and knowledge of how economic development and redevelopment functions in relation to other departments or initiatives such as infrastructure development, building and planning.


    Masters Degree, (Ph. D. preferred) in economic development, urban planning, public/business administration, administration, economics, marketing, finance, or related field.


    Experience in economic development, community development, or redevelopment activities in the public or private sector in the State of Kentucky.


    Demonstrated ability to oversee and manage the operations, services and activities of the economic development program.


    Excellent written and oral reporting skills, with the ability to effectively use technology to design complex visual aids, such as maps, tables and charts, and the ability to prepare clear and concise reports.


    Ability to use sound judgement, analyze problems, and identify alternative solutions.


    Experience interpreting and applying laws and regulations.

    Other important characteristics include a strong work ethic, competitive nature, personal integrity, emotional intelligence, a sense of humor, and a vocational call to Christian higher education.

    Evidence of a commitment to lifelong learning and professional growth is also required.
