    The

    Department of Emergency Communications, Preparedness and Response


    is seeking a highly qualified professional to fill the Management Analyst, Senior position serving in the capacity as an Emergency Management Planner.

    The Emergency Management Planner supports the planning, coordination, and execution of emergency management strategies, initiatives, and operations.

    This position combines expertise in emergency management with project and grants management skills to ensure coordinated and comprehensive preparedness for, response to and recovery from emergencies and disasters.

    The role includes financial responsibilities for budgeting, financial documentation, reporting, and grants management.

    Duties include but are not limited to


    Key Responsibilities:

    Emergency Management Planning:


    Develop, maintain, and update comprehensive emergency management plans, protocols, and procedures, including but not limited to Continuity of Operations (COOP) Plan, Emergency Operations Plan (EOP), Ingestion Pathway Radiological Plan, Recovery Operations Plan, Strategic Plan, Continuity of Government (COG), Mass Care Plan.

    Collaborate with key stakeholders to ensure a coordinated response to emergencies and disasters. Identify vulnerabilities and assess risks to develop mitigation strategies and resilience measures. Maintain an up-to-date understanding of emergency management best practices, federal state and local regulations, and trends.

    Emergency Management

    Support Emergency Operations Center during disaster/emergency operations. Ensure maintenance and coordination of resources and assets essential to efficient response and recovery operations. Ensure comprehensive documentation and record-keeping. Support and resource preparedness public outreach and education program, to include oversight of City CERT program. Support Emergency Management Training and Exercise program. Establish and maintains respectful, cooperative, and productive work relations with partners and stakeholders.


    Grants Management:
    Research, identify, and apply for grants to support emergency management plans and initiatives. Manage the grant application process, including proposal development, submission, and follow-up. Oversee the allocation and tracking of grant funds to support emergency management projects. Ensure compliance with grant requirements and reporting, including financial reporting and program performance metrics. Coordinate with City Grants Coordinator and Finance/Budget officials to ensure compliance with City requirements.

    Collaborate with finance teams to manage financial aspects of emergency management initiatives and grant awards and ensure that funds are used effectively and in compliance with City Finance and grantor guidelines.


    This position is considered an Essential Personnel, which means that the incumbent is required to work when the city is closed due to public emergencies, critical or hazardous conditions or inclement weather.

    Qualifications, Special Certifications and Licenses


    MINIMUM TRAINING AND EXPERIENCE:
    Bachelor's degree in business or public administration, or field related to assignment Four years of journey-level professional experience in area related to assignment, such as program/project management or management/policy/financial analysis An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification


    PREFERRED EXPERIENCE:


    Bachelor's degree in Emergency Management, Public Administration, Project Management, or a related field; advanced degree preferred and 4 years related experience or an equivalent combination of training and experience Proven experience in emergency management, project management, and grants management.

    Excellent communication and interpersonal skills, with the ability to work effectively with diverse stakeholders. Knowledge of relevant federal, state, and local emergency management regulations and grant programs.
