The State of Wisconsin, Department of Military Affairs (DMA), Wisconsin Emergency Management (WEM) is hiring an IS Applications and Automation Specialist (IS Systems Development Services Senior).

This position is located at the Joint Force Headquarters in Madison, WI.


The DMA provides essential, effective, and responsive military and emergency management capability for the citizens of our state and nation.

During emergencies, no single organization can handle the response.

The DMA consists of several organizations working together to plan, prepare, coordinate, and respond effectively when our communities and neighbors need us the most.

WEM builds capabilities and coordinates resources to support a safe and resilient Wisconsin.

WEM is the state's lead agency for coordinating effective disaster response and recovery efforts in support of local and tribal governments from natural and human-caused/technological events.

WEM works alongside local, tribal, state, and federal agencies as well as volunteer and private-sector partners.

Position Summary


Under general supervision of the Mission Support Supervisor, the Senior IS Applications and Automation Specialist serves as a professional technical expert for web-based software and databases supporting Wisconsin Emergency Management.

The position is responsible for the complete system development life cycle for both in-house developed and purchased systems ensuring reliability, security, and alignment with division and agency objectives.


The role requires advanced expertise in Microsoft technologies including SharePoint and Power Platform to design, develop, and maintain dynamic applications that support critical emergency management operations.

This position will lead efforts to modernize business processes through automation and data-driven solutions while ensuring compliance with security standards and best practices.

Collaboration with State IT staff is a key component of this position.

The incumbent will work closely with State IT teams to align agency systems with statewide standards, coordinate technical initiatives, and share expertise to ensure seamless integration and interoperability across platforms.

This partnership will help maintain consistency in technology practices and support division-level and enterprise-level objectives.

The position also provides strategic input on emerging technologies, process improvements, and modernization opportunities.

By combining technical leadership with strong communication and problem-solving skills, the incumbent will play a critical role in advancing the division and agency's mission through innovative and secure technology solutions.

Salary Information

Starting pay is between $35.00 and $39.00 per hour ($72,800 and $81,120 annually). This position is in the 07/34 pay schedule/range. A 12-month probation will be required.

For current permanent state employees, pay will be set in accordance with the State Compensation Plan.

Job Details


In order to gain access to DMA facilities or air bases, and to determine whether the circumstances of any conviction may be related to the job being filled, DMA will conduct a comprehensive background check.


Must possess or be eligible to obtain and maintain a valid driver's license and meet the requirements of the State of Wisconsin Fleet Vehicle Policy to drive a state vehicle.

Must have a valid driver's license
Minimum of two year's driving experience.
Must be 18 years of age or older

Additionally, the driving record must not reflect the following conditions:

Three or more moving violations (with point reductions) and/or at fault accidents in the past 2 years
An OWI or DUI violation within the past 12 months
A suspension or revocation of the driver's license

The Department of Military Affairs does not sponsor work visas at the time of hire or anytime during employment.

All persons hired will be required to verify identity and eligibility to work in the United States and complete the required Employment Eligibility Form I-9.

This is a State of Wisconsin Civil Service position. The DMA does not require current or previous military experience.


All new permanent, project, and limited term employees will be required to report to Joint Force Headquarters (JFHQ) in Madison on the Monday of their first week of employment for the New Employee Orientation (NEO) program.

Additional information will be sent to the new employees and their supervisors on the Tuesday prior to NEO.

Qualifications

Candidates who meet minimum qualifications will have experience and/or training with:

Application development and maintenance using Microsoft technologies such as SharePoint and Power Platform.
Database management and web technologies (e.g., SQL, HTML, JavaScript).
Analyzing business processes and translating them into technical solutions.
Communicating and collaborating with project stakeholders.

In addition to the minimum qualifications, well-qualified candidates will also have experience and/or training in the following preferred qualifications:

Agile methodologies and DevOps practices.
Project management including planning, scheduling, and coordinating deliverables.
Conducting business case development and cost-benefit analysis for IT solutions.
Applying cybersecurity principles in developing and deploying secure applications.
