    GENERAL JOB SUMMARY:

    The Subcontracts Program Manager is responsible for leading the planning, execution, monitoring, and controlling of all Subcontractors on the Sentinel program.Lead and execute subcontracts within the DoD Acquisition Framework including management of cost, schedule, and performance attributes.Subcontracts have varied scope, totaling approximately $100M, including technical development of hardware, as well as engineering and technical support.

    ESSENTIAL JOB FUNCTIONS:
    • Develop and manage current funding amounts, project budgets, work break down structures, resources controls, task assignments, risk assessment and mitigation, Earned Value Management (EVM) and resource provisions.
    • Develop and update the Risk and Opportunity Register for all Subcontracts.
    • Manage proposal inputs from Subcontractors.
    • Inter-corporate planning of quality control, configuration management, manufacturing/ production, and life cycle support/logistics elements of assigned projects.
    • Lead a team of multi-disciplinary people to accomplish a single goal within scheduled time constraints while meeting all of the customer requirements.
    • Assist upper management with development and implementation of corporate policies and procedures.
    • Work closely with a Contracts Manager to ensure that Subcontracts requirements are flowed down correctly.
    • Working knowledge of Integrated Master Schedule and Integrated Master Planning principles and practices
    • Technical ability to read engineering drawings and top-level design work products.
    • Ability to manage multiple projects and teams simultaneously within common processes and procedures.
    • Ability to handle complex program planning, cost estimating, budgeting, financial tracking, resourcing, and monitoring of short term and long-term multiple- disciplinary teams and project objectives.

    EDUCATION AND EXPERIENCE:

    BS or equivalent in Engineering; will consider other related scientific or technical discipline with strong engineering background.

    8+ years of experience in technical management and disciplines.

    Working knowledge in the following areas: DoD Acquisition Framework and associated design milestones, FAR/DFAR regulations, andEarned Value Management.

    Adept in Microsoft Office Suite including MS Project.

    Strong customer and supplier relationship management

    Experience in military operations, service, and/or military standards and development of military systems a preferred.

    WORK ENVIROMENT / PHYSICAL REQUIREMENTS:

    Office environment

    Ability to stand and sit for long periods of time

    Ability to perform repetitive motion (keyboarding, 10-key, phones)

    Ability to liftup to 10 pounds

    Ability to follow standard precautions using personal protective equipment as required

    Ability to travel to Subcontractors as necessary, up to 50% of the time.
