    INTERDISCIPLINARY GENERAL ENGINEER/ARCHITECT with Security Clearance - Pearl Harbor, United States - Department of Defense

    Description

    Duties * You will provide program management for a broad spectrum of complex engineering products and services in support of facility development, facility design, construction and operations.

    * You will plan and execute the schedule of all products and services at the assigned location.

    * You will review planning studies and design deliverables and ensures JADP, engineering studies, project documents, and preliminary design/Certified Costs are initiated and completed on time to allow for budget submissions.

    * You will coordinate activities and conducts regular meetings to ensure successful completion of all projects phases and projects within the assigned location.

    * You will be responsible for coordinating timely receipt of infrastructure requirements from Service Components and INDOPACOM and managing project scopes accordingly and any changes that may occur.

    * You will develop and/or evaluate process improvement initiatives to increase productivity or quality, and/or set goals. Requirements Conditions of Employment * Must be a US Citizen. * Must be determined suitable for federal employment. * Must participate in the direct deposit pay program.

    * Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

    * Males born after must be registered for Selective Service. * This is a bargaining unit position. * You will be required to obtain and maintain a current PROFESSIONAL ENGINEER'S license or ARCHITECT registration. * This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

    * You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

    * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.

    You must be able to travel on military and commercial aircraft for extended periods of time. * This is a Mission Essential position.

    You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

    * You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

    Qualifications This position has a selective placement factor that will be used to screen out ineligible candidates.


    The selective placement factor is:
    You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series.

    Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

    You MUST provide a copy of your current license/registration with your application.

    A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement.

    Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

    Specialized experience must demonstrate the following: 1) Communicating effectively through oral and written expressions; 2) Using knowledge of standards, codes, and practices of engineering or architecture to perform program management; 3) Planning and following an execution schedule of a product or service by a specified timeline; 4) Coordinating with construction managers and on-site project managers in project countries; 5) Evaluating process improvement initiatives increasing the productivity or quality of a project; and 6) Rendering expert technical recommendations or solutions for project issues.

Eligible DoD career or career conditional employees shall be granted statutory return rights to their former position for a period of 5 years if continuously employed in a foreign or non-foreign area provided by Executive Order 10895 and DoDI , v 1230. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.

    PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.

    To be considered well-qualified and exercise selection priority as an ICTAP candidate, displaced Federal employees must satisfy all qualification requirements for the position and receive a rating in the highly qualified category (score 85) or higher.
