    The County of Santa Barbara Public Health Department (PHD) is accepting applications to fill one (1) full-time *Public Health Informatics Manager* vacancy.

    This is a Program Business Leader - General classification within the County's management series.

    This role can be home-based from any location within the County of Santa Barbara and is open to a *hybrid *work schedule.

    Regular travel throughout the County of Santa Barbara is required.

    *THE POSITION*: The *Public Health Informatics Manager* is a senior-level manager in the Civil Service system and reports to the Deputy Director. All County leaders are expected to uphold the values of accountability, customer-focus, and efficiency.     The Public Health Informatics Manager oversees the EHR Support team and the Data Team for the Public Health Department.

    The incumbent is responsible for budget and staff oversight for both programs and requires technical, administrative, clinical, and financial knowledge to be successful.

    This position is also responsible for policy creation, policy and regulatory interpretation, and enforcement.

    The Public Health Informatics Manger leads the team in managing patient data, creating new programs for tracking that data, implementing systems to make sure patient communication is effective, training clinical staff on technology and programs, and ensuring the privacy of patient data during communication.

    *EXAMPLES OF DUTIES
    • Provides supervision to EHR and Data Team and accurately provides programming, data management and support for various data needs and Health Center projects.
    • Develops reports with validations that test the integrity of the data captured in the Health Center Electronic Medical Record System (EMR) and other Data Management systems.
    • Develops and oversees program goals, budgets and objectives.
    • Detects, diagnoses, reports and/or resolves related operating system problems.
    • Trains end-users on developed applications and software.
    • Participates and makes recommendations to Department Leadership regarding the formulation of programming and documentation standards and department policies and procedures.
    • Mentors other data center staff to assist in completing more programming-oriented tasks, in a manner that develops their skills while assisting them in meeting their deliverables.
    • Maintains established guidelines of confidentiality and ethical accountability in all discourse with patients.
    • Analyzes existing or proposed projects and requests to determine the feasibility for technical adaptation; may prepare cost estimates and contracts for these proposed projects.
    • Communicate with peers, medical staff and vendors in a clear, understandable, and professional manner on the phone and in person.
    • Adheres to all departmental policies and procedures.
    *EMPLOYMENT STANDARDS*Possession of the core competencies listed here and the ability to immediately demonstrate these competencies consistent with the position's level in the leadership series and the specific work assignment; *AND
    • Bachelor's Degree in Health Informatics, Public Health Administration, Healthcare Economics, Public Policy, Biostatistics, Computer Science, Business or a related field; AND three years of professional experience in Informatics, data management, statistical analysis or a related field, preferably in a Public Health environment, that includes two years of supervisory experience, OR
    • A combination of training, education, and experience that is equivalent to the employment standard listed above and that provides the required knowledge and abilities.
    *Additional Requirements: *Possession of a valid California Class C Driver's License may be required at the time of appointment.
