    BASIC FUNCTION:
    The purpose of this position is to provide direct support to the Center's director pertaining to all Moorland-Spingarn Research Center's (MSCR) business and fiscal matters, and to provide overall financial administration of requisitions, invoices, research grants, and contracts housed in the Center.

    SUPERVISORY




    ACCOUNTABILITY:
    Involves no responsibility or authority for the direction of others, except for interns and student employees

    NATURE AND SCOPE: Interacts with MSRC's Budget Officer, University Budget Office, University Research Administration Services, and other administrative offices, patrons of MSRC, the Howard Community, researchers, students, and faculty.

    PRINCIPAL




    ACCOUNTABILITIES:
    Assists in the development and monitoring of proposals, grants, and reports.

    Responsible for MSRC's operating budget and assists the Center's director, as well as all division heads and program with budgetary matters and decisions.


    Responsible for developing financial procedures for the orderly coordination and processing of financial and human resource matters.

    Performs evaluative analyses of MSRC's administrative effectiveness and presents recommendations for improving efficiency and effectiveness.

    Formal responsibility for the management of budgets, development of policy, and the implementation of administrative organizational procedures.

    Maintains, reviews, and reconciles Workday reports for the Center's director.

    Recommends budgetary procedures and formulates the annual budget for the department.

    Coordinates and assists the Center's personnel with budget activity, proper expenditures coding, document preparation, and other accounting related activities.

    Performs other related duties as assigned.

    CORE COMPETENCIES: Demonstrated capability to collaborate and take initiative in developing and applying new technologies for training and development employees of the university.

    Ability to effectively communicate orally and in writing.

    Knowledge of analytical budgetary accounting.

    Knowledge of the budgeting cycle process.

    Ability to prepare and maintain timely and accurate reports and correspondence.

    Extensive experience in the use of computers and experience in word processing, spread sheets, database, and power point applications.

    Ability to conduct research and prepare comprehensive complex financial and budget reports.

    MINIMUM




    REQUIREMENTS:
    Bachelor's Degree in business or related area with 6-8 years in accounting functions with at least 6 years in analytical budgetary accounting work experience.

    12 years of related work experience maybe substituted in lieu of educational qualifications.
