    ESSENTIAL FUNCTIONS:


    Manages internal Community Development Block Grant (CDBG) funded construction projects and ensures compliance with Federal policiesManages external projects with CDBG funding and monitors programs within to make sure they are serving those qualified to be servedAssists with compliance monitoring of departmental programs funded by other sourcesEvaluates policies and procedures and recommends modifications Examples of Duties UNDER ADMINISTRATIVE SUPERVISIONAssists in budget preparation and monitors and controls expendituresDetermines who or what meets CDBG standards and are eligible to receive CDBG fundsAuthorizes payments to compliant projects and groupsConducts environmental reviews requiring full assessmentsCommunicates with U.S.

    Fish and Wildlife as it relates to annual consultation and any interim issues with endangered species located on project sitesProvides training and technical assistance to external contractors and Metro departments utilizing CDBG funding for construction projectsMonitors internal and external CDBG funded projects for a five-year period to ensure that the standards for CDBG are metCompletes semi-annual and annual Federal reports as required by grants and Federal policiesComposes correspondence and completes special projectsAssists with monitoring of other programs, including those funded by HOME and the Department of Energy(DoE)/LIHEAP Weatherization Assistance ProgramResearches and analyzes causes and effects of housing programs and projectsPerforms related work Minimum Requirements Bachelor's degreeBusiness AdministrationCommunity DevelopmentLiberal ArtsPolitical SciencePublic AdministrationReal EstateRegional PlanningUrban PlanningSocial ScienceRelated fieldWORK EXPERIENCETwo years of community development, housing and urban development, real estate, grant administration, social service, or property management experienceEQUIVALENCYAn equivalent combination of education and experience may be substitutedOTHER MINIMUM REQUIREMENTSMust provide one's own source of transportationPHYSICAL REQUIREMENTS AND WORKING CONDITIONSMeets regular and punctual attendance standards and any special needs of the position as determined by management, including mandatory overtime and performing related work Supplemental Information EOENULouisville Metro Government is committed to providing our employees with the tools they need to lead a fit and healthy life.
