    Emergency Communications is a division of the Norfolk Police Department and serves as a central point to provide timely, accurate, and critical 24-hour communications with all field public safety units.

    It is structured to provide public access for emergency 911, and non-emergency response from Public Safety Personnel, such as police, fire, and medics by being staffed on a 24-hour basis, seven days a week.

    It also serves as the 24-hour point of contact for all multi-jurisdictional, state, and federal notifications regarding public safety.
    Provides training to Telecommunicators in a training status and evaluates their weekly performance. Assists with supervising and coordinating the work of personnel assigned to the Emergency Communications Center.

    Demonstrate advanced knowledge of emergency communication systems to include:

    multi-line Next Generation 911 (NG911) telephones, computer aided dispatch (CAD), two-way radios, a thorough knowledge of the operating procedures for all emergency services; maintain a thorough understanding of all administrative and operational orders, directives, policies, and procedures and their application.

    Receives and responds to request for police and fire-rescue by dispatching public safety units, including fielding emergency and non-emergency calls.

    Operates various telecommunications equipment and applications to dispatch public safety units and monitor radio and telephone calls. Simultaneously attend to telephone and radio system while entering and extracting data from computer systems.

    • Norfolk's 911 Telecommunicators \_) Essential Functions+ Responds to emergency and non emergency requests by answering multi line NG911 telephones while entering data in computer aided dispatch (CAD), determining the caller's needs, verifying information given by the caller and sending information to the dispatcher.
    + Dispatch police and fire-rescue units by relaying information to field personnel, verifying information, following up with callers and monitoring radio transmissions.+ Provides additional assistance to field personnel and the public by searching wanted information, locating and/or referring phone numbers and addresses to appropriate departments, contacting outside agencies for assistance regarding mutual aid, power failures, gas leaks or other issues. Access federal, state, and local criminal databases for relevant information. + Provide on the job training to telecommunicator's and monitor their training needs.

    Perform regular evaluations on assigned trainees.+ Responds to requests made by coworkers for assistance during situations that require a higher level of expertise to maintain a professional operation in the absence of a supervisor.+ May perform other duties such as attend training classes, conduct tours, public outreach or assignments deemed necessary by the supervisor based on the current workload and department needs.

    Education/ExperienceWork requires knowledge necessary to understand basic operational and technical processes which may be obtained with six months/one year of advanced study or training past the high school equivalency.

    Level of knowledge equivalent to four years of high school or equivalency. Junior college, vocational, business and technical or correspondence schools are preferred.


    Required:

    • Three years of experience as a Public Safety Telecommunicator. Must be a United States citizen or have lived in the United States for the past 10 consecutive years. Type minimum 30 words per minute. Attend in-house Public Safety Telecommunicator academy to attain the following certifications: Emergency Medical Dispatcher (EMD), Cardio-Pulmonary Resuscitation (CPR), Virginia Criminal Information Network (VCIN/NCIC), Department of Criminal Justice Services (DCJS) certification. Current certifications may preclude the candidate's need to attend this academy. Train and certify on multi-line E911 and administrative phone lines and associated equipment and applications. Field stressful calls while entering information into computer aided dispatch system (CAD) for Police/Fire/EMS dispatch. Ability to speak English clearly and effectively control a conversation with distressed callers. Ability to read maps, reference books, technical manuals, medical cards, and related correspondence. Ability to work with various local, state, and federal law enforcement agencies. May be assigned responsibility for training of new staff members. Must be certified or obtain certification of CPR, VCIN/NCIC, Emergency Medical Dispatch, National Incident Management System ICS-100, ICS-200, ICS-700 and ICS-800, FEMA IS-5, FEMA IS-907 and Nationwide Suspicious Activity Reporting.

    Additional Information & RequirementsWork Schedule:
    Our staff works 12-hour shifts; Day shift starts at 7 a.m. and Night shift starts at 7 p.m. Day and Night shifts rotate monthly.

    In a 2-week cycle, this position works 24 hours in the first week (Tues/Wed), 60 hours in the second week (Sat/Sun/Mon and Thurs/Fri) for a total of 84 hours in a two-week period.

    Operational needs of the department will dictate assignments and shift rotation.


    Signing Bonus:

    This position is eligible for a $5,000 signing bonus.+ Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.+ Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.+ Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.+ Retirement If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit.

    This will be a pre-tax payroll deduction.

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit.

    This will be a pre-tax payroll deduction. + The Tuition Assistance Program is established to encourage employees toward continued self-development and education.

    Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply.
