Summary/Objective Supervises, plans, coordinates, evaluates and directs the services and operations of the City's Wastewater Treatment Plant.

    The Wastewater Treatment Plant includes operating and maintaining one Biological Nutrient Removal (BNR) Activated Sludge Wastewater Treatment Plant (WWTP) with UV disinfection, Biosolids operations and equipment, Lift Stations, Grinder Pump Stations, Activated Carbon Odor Control system, and other operating and support equipment.

    Essential Functions Manages facility and staff by overseeing operations and preventative maintenance, provide for timely asset repairs, and allocates efficient use of resources and assets, which ensures cost-effective operation of the facility.

    Assesses operations and threats or potential adverse consequences; intervenes with appropriate actions to mitigate impacts to treatment processes by following established standard operating procedures, policies and emergency operations plans.

    Ensures preventative maintenance operations are completed in a timely, quality, and safe manner.
    Confers with administrative and technical personnel, contractors, consultants, other departments/divisions to coordinate cooperative activities.

    Monitors and analyzes related information and data to ascertain the need for changes in treatment processes for meeting demands and maintaining compliance.

    Monitors and manages water rights compliance.
    Reports potentially unsafe conditions and determines appropriate action beyond those set forth in written guidelines.

    Maintains a fleet of trucks and equipment used for daily operations in a quality manner, including performing regular preventative maintenance.

    Creates and maintains internal policies and standard operating procedures to be followed by operations and maintenance staff.

    Performs record keeping and establishes systems and processes for the preparation of reports in various formats, including manual and/or electronic media.

    Attends meetings and training as required.
    Stays professionally engaged to keep informed and up to date on all current industry trends and innovations.
    Adheres to all local, state, and federal environmental rules and regulations.
    Assists Division management in working with consulting engineers throughout the design process for new projects.

    Reviews and interprets plats, engineering plans, and other studies as necessary to ensure they meet the city's requirements or accepted engineering principles.

    Ensures development of an adequate Capital Improvement Program.
    Manages budgets, invoicing and purchasing for Wastewater Treatment Division.
    Closely coordinates with supervisor in development of budgets and Capital Improvement Program projects related to the Division.

    Ensures an adequate supply of materials and maintenance supplies used by treatment process by adequate records and other support data.

    Prepares inter-office communications and memorandums regarding expenditure for contractual services and commodities.
    Monitors division budgets at regular intervals.
    Manages staff, including time entries, personnel issues/questions, prepares reports, and communicates with internal/external departments.
    Hires and trains staff members, as needed.
    Provides supervision and oversight of applicable staff.
    Coordinates schedules of applicable staff.
    Administers City of Manhattan Policies and Procedures in a consistent manner.
    Ensures employees supervised demonstrate productivity, competence, and high morale, as well as utilize employees' skills and abilities.
    Conducts performance planning and evaluations for employees in a timely manner, to include development of goals, objectives, and deadlines.
    Resolves routine personnel issues or problems.
    Leads and manages staff with clear and consistent communications.

    Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and assists in implementing improvements.

    Additional Qualifications. Knowledge of principles, practices, methods, and procedures for maintenance of an assets typically associated with a water/wastewater treatment plant.
    Knowledge of maintenance requirements and schedules for equipment and machinery.
    Knowledge of occupational safety hazards and safe work practices.

    Willingness to work extended hours if situations dictate and be on call to manage events remotely or provide technical/coordination direction.

    RequirementsRequired Education and ExperienceValid Driver's License High school diploma, GED, or equivalent.

    At least two (2) years of college level and/or technical school education in environmental engineering, environmental science, or related fields, or an equivalent term of experience.

    Minimum of five (5) years of experience as a wastewater systems operator , or equivalent combination of education and experience demonstrated through advanced supervisory work of increasingly responsibilities; including budgetary accountability.

    Certification as Wastewater Treatment Facility Operator, Class IV, issued by the Kansas Department of Health and Environment, or be able to obtain certification within six (6) months from hire.

    Preferred Education and ExperienceMore than five (5) years of advanced supervisory work, preferably within municipal utility environment directly related to wastewater treatment operations.

    Completion of 16-Week Course Water/Wastewater Treatment Course or other Specialized Training.
    Certification as Water/Wastewater Treatment Technologist, Class III, issued by the Kansas Water Environment Association. Certification as a Wastewater Treatment Laboratory Analyst, Class IV, issued by the Kansas Water Environment Association.
    Safety and Emergency Training.
    NIMS training
    • Basic Level Courses.
    Hazardous Communication Training.
    Certification as Competent Person (Trenching and Excavation Safety). CPR/First Aid Training.
    Supervisory Training.
